RESUMO: Este trabalho aborda a constituição de uma rede de assistência à saúde materno-infantil em Parnaíba (PI) em interface às relações entre caridade, filantropia, política pública e gênero, na primeira metade do século XX. Mostra-se que a institucionalização deste campo, experiência pioneira no Piauí, em grande parte é associada às iniciativas particulares, frutos de ações caritativas/filantrópicas da sociedade civil, auxiliadas por associações, cuja mobilização, na base, centra-se no trabalho feminino voluntário e institucional. Destaca-se a dedicação de
homens e de mulheres com a questão social, em especial, à pobreza, em virtude da inserção pioneira da cidade na dinâmica capitalista e do agravamento das questões sociais decorrentes deste processo. Ressalta-se que essa assistência, caritativa e/ou filantrópica, aliou-se às tentativas de implantação de políticas públicas de saúde materno-infantil pelo Estado e ao aumento da demanda de oferta de atendimento médico para crianças e mulheres/mães, em parte promovida pela ação de médicos no campo institucional. Aborda-se, ainda, que o gênero foi operado no interior da implantação do sistema de assistência materno-infantil, destacando-
se a presença feminina. Mulheres e médicos comungavam um objetivo comum: assegurar a saúde das crianças.Verifica-se que na constituição de uma rede de assistência à saúde materno-infantil, o processo de institucionalização, a legitimação da prática médica e a organização de políticas públicas materno-infantis, no período, articula-se com o protagonismo das sensibilidades, das emoções, dos sentimentos humanitários e da preocupação com o outro. Utiliza-se enquanto fontes documentais jornais, almanaques e revistas, que circularam em Parnaíba e outras cidades do Piauí no período em estudo, documentos oficiais/institucionais, dados censitários, memórias, biografias, autobiografias e romances. ABSTRACT: This work addresses the creation of a maternal and child health care network in Parnaíba (PI) in interface with the relationships between charity, philanthropy, public policy and gender, in the first half of the 20th century. It is shown that the institutionalization of this field, a pioneering experience in Piauí, is largely associated with private initiatives, the result of
charitable/philanthropic actions by civil society, assisted by associations, whose mobilization, at base, focuses on voluntary female work and institutional. The dedication of men and women to social issues stands out, especially to poverty, due to the city's pioneering insertion in the capitalist dynamics and the worsening of social issues resulting from this process. It is noteworthy that this assistance, charitable and/or philanthropic, was combined with attempts to implement public maternal and child health policies by the State and the increased demand for the provision of medical care for children and women/mothers, in part promoted by the action of doctors in the institutional field. It is also discussed that gender was operated within the implementation of the maternal and child care system, highlighting the female presence.
Women and doctors shared a common objective: ensuring the health of children. It appears that in the creation of a maternal and child health care network, the institutionalization process, the legitimization of medical practice and the organization of maternal and child public policies , in the period, is articulated with the protagonism of sensibilities, emotions, humanitarian feelings and concern for others. Newspapers, almanacs and magazines, which circulated in Parnaíba and other cities in Piauí during the period under study, are used as documentary sources, as well as official/institutional documents, census data, memoirs, biographies, autobiographies and novels. |
