TESOUROS VIVOS DA CULTURA CEARENSE: entre narrativas, tempos e memórias.

Abstract

RESUMO: A presente tese investiga narrativas, tempos e memórias, tomando como referência os mestres e mestras da cultura cearense, com objetivo de analisar permanências, ressignificações, inovações e negociações relacionadas à atuação dos sujeitos que representam o Tesouro Vivo da Cultura Cearense, tomando como ponto de partida agosto de 2003, ano em que a Secretaria da Cultura do Estado do Ceará (Secult-Ce) foi autorizada, pela Lei nº 13.351, a registrar em livro próprio, sob a nomenclatura de Mestre da Cultura Tradicional Popular Cearense, indivíduos que praticam os mais variados ofícios ligados aos fazeres culturais, como representantes do patrimônio imaterial do Estado, selecionados por meio de edital e aptos a receber um auxílio financeiro vitalício, no valor de um salário mínimo, pago pelo Estado. Em contrapartida devem transmitir seus conhecimentos através de programas e projetos de ensino e aprendizagem desenvolvidos e acompanhados pela Secult-Ce. Levando em conta que o avanço da urbanização e o acesso a novos objetos e tecnologias possibilitaram a inclusão ou exclusão de elementos nas práticas dos mestres e mestras da cultura, o trabalho avalia as intervenções governamentais, feitas através de políticas públicas culturais, nesse percurso de mudanças. Apresenta como referencial teórico autores que trabalham temas culturais como Certeau, Chartier, Hobsbawm e Ginzburg, para citar apenas os clássicos, além de autores que trabalham com oralidades e narrativas. ABSTRACT: This thesis investigates narratives, times and memories, taking as a reference the masters of Ceará culture, with the aim of analyzing permanences, resignifications, innovations and negotiations related to the actions of the subjects who represent the Living Treasury of Ceará Culture, taking as a point of departure starting in August 2003, the year in which the Secretariat of Culture of the State of Ceará (Secult-Ce) was authorized, by Law No. 13,351, to register in its own book, under the nomenclature of Mestre da Cultura Tradicional Popular Cearense, individuals who practice the a wide range of jobs linked to cultural activities, such as representatives of the State's intangible heritage, selected through a public notice and eligible to receive lifelong financial assistance, in the amount of a minimum wage, paid by the State. In return, they must transmit their knowledge through teaching and learning programs and projects developed and monitored by Secult-Ce. Taking into account that the advancement of urbanization and access to new objects and technologies made it possible to include or exclude elements in the practices of cultural masters, the work evaluates government interventions, made through public cultural policies, in this path of change . It presents as a theoretical reference authors who work on cultural themes such as Certeau, Chartier, Hobsbawm and Ginzburg, to name just the classics, as well as authors who work with orality and narratives.
