AUDITORIA OPERACIONAL DO ENSINO MÉDIO - SISTEMA DE CONTROLE: falhas permanentes que afetam a performance

Abstract

RESUMO:Este trabalho analisou a eficácia da auditoria operacional (accountability de desempenho), realizada pelos tribunais de contas brasileiros, na melhoria da qualidade do ensino médio com base no grau de atendimento das deliberações dessas cortes de contas e o desempenho das redes de ensino, antes e depois da auditoria, nas variáveis: distorção, idade-série, infraestrutura e nota do Índice de Desenvolvimento da Educação Básica (IDEB). A pesquisa abordou os problemas identificados pela auditoria operacional no ensino médio, a partir de pesquisa bibliográfica acerca das seguintes categorias de análise: auditoria operacional no recorte da reforma do Estado, do controle de processos e de resultados, das normas do TCU e auditoria operacional do ensino médio; e na pesquisa documental dos processos de auditoria operacional. A construção dos dados foi realizada a partir dos relatórios de auditoria e de monitoramento, dos resultados da qualidade do ensino médio aferidos a partir do desempenho da distorção idade-série, infraestrutura, e notas no IDEB, no período antes e depois da auditoria. Foram analisados os dados de 17 (dezessete) tribunais de contas correspondentes ao total do Brasil e de dezesseis redes de ensino estaduais. Os resultados revelam que, após a realização da auditoria, a distorção idade-série diminuiu, aumentou a nota do IDEB em dez estados e melhorou a infraestrutura de um terço das escolas das redes de ensino. ABSTRACT:This work analyzed the effectiveness of operational auditing (performance accountability) performed by the Brazilian Audit Courts in improving the quality of secondary education based on the degree of attendance in the deliberations of the Audit Courts and the performance of educational networks before and after the audit, in the variables: distortion, age-series, infrastructure and grade of Basic Education Development Index (IDEB). The research addressed the problems identified by the operational audit in high school, based on a bibliographical research about the following categories of analysis: operational audit in the cut of the State reform, control of processes and results, TCU norms and operational audit of the high school; and documentary research of operational audit processes. The construction of the data was based on the audit and monitoring reports, the results of the quality of the secondary education measured from the performance of the age-series, infrastructure, and grade in the IDEB in the period before and after the audit. The data of 17 (seventeen) courts of accounts corresponding to the result of Brazil and of sixteen state education networks were analyzed. The results show that after the audit the reduction of age-grade distortion has decreased, increased the grade of the IDEB in ten states, and improved the infrastructure of one-third of schools in the education networks.
