ENTRE A ESTAGNAÇÃO E O PROGRESSO: O IMAGINÁRIO DO DESENVOLVIMENTO A PARTIR DA IMPLANTAÇÃO DE PROJETOS FERROVIÁRIOS NO NORTE DO PIAUÍ (1910-1940)

Abstract

RESUMO: Os projetos ferroviários no interior do Piauí foram fatores determinantes para o surgimento de um imaginário progressista de desenvolvimento econômico, urbano e social na região norte do Piauí, no início do século XX. Neste cenário foi possível perceber como discursos progressistas governamentais foram recebidos e absorvidos nos centros urbanos do norte piauiense. Assim, esse trabalho possui como objetivo analisar como a promessa da construção de um sistema de transportes ferroviários fez surgir um imaginário desenvolvimentista no interior do estado, a partir do anúncio de suas obras. Assim, surgiu a tese que o Piauí viveu um progresso imaginário a partir da promessa da construção de ferrovias, ou seja, esse progresso foi vivido, imaginado, antes dos trilhos chegarem. Para construção desta pesquisa foi de suma importância a análise dos discursos governamentais acerca dos benefícios das ferrovias, da simbologia modernista atrelada ao trem e da percepção dos projetos ferroviários piauienses dentro de um contexto nacional. Por fim, a relação entre expectativas criadas e resultados alcançados dentro de um espaço temporal que compreende a delimitação deste estudo, compreendido entre a década de 1910, quando os projetos ferroviários piauienses se tornam ações concretas e a década de 1940, quando os trabalhos de implantação de trilhos são paralisados após sua chegada à cidade de Piripiri. Para tanto, o estudo recorreu predominantemente à utilização das formulações desenvolvidas sobre história, cidade e modernização nas obras de Antônio Paulo Rezende (1993), Maria Stela Bresciani (2009), Francisco Hardman (2005), Alcides Nascimento (2015), Cláudia Fontineles (2015); sobre transportes e ferrovias nas obras de Márcio Silveira (2007), Dilma Paula (2000), Ana Lúcia Lanna (1996), Josemir Melo (2008) e Douglas Tenório (1996). Na construção do contexto piauiense recorremos a R. N. Santana (1995), Teresinha Queiroz (2006), Felipe Mendes (2003) entre outros. Contribuíram como suporte de pesquisa: mensagens governamentais, jornais, atas, decretos, telegramas, mapas, relatórios, fotografias, almanaques, relatórios e demais documentos consultados nos acervos do Arquivo Público do Piauí, da Hemeroteca Digital da Biblioteca Nacional e do Ministério dos Transportes. A sociedade piripiriense, assim como outros municípios do norte piauiense, criou expectativas em relação à chegada da ferrovia em seu território, almejando uma modernização que viria nos trilhos, mas que não atendeu as expectativas. ABSTRACT: Railway projects in the interior of Piauí were decisive factors in the emergence of a progressive imaginary of economic, urban, and social development in the northern region of Piauí at the beginning of the 20th century. In this context, it was possible to observe how government progressive discourses were received and absorbed in the urban centers of northern Piauí. Thus, this study aims to analyze how the promise of building a railway transportation system gave rise to a developmentalist imaginary in the interior of the state following the announcement of its construction. Accordingly, the thesis emerged that Piauí experienced an imagined progress based on the promise of railway construction; that is, this progress was experienced and imagined before the tracks arrived. The analysis of government discourse concerning the benefits of railways, the modernist symbolism associated with the train, and the perception of railway projects in Piauí within a national context was of paramount importance to the development of this research. Finally, the study examines the relationship between the expectations created and the results achieved within the time frame covered by this research, spanning from the 1910s, when railway projects in Piauí became concrete initiatives, to the 1940s, when track-laying work was halted after reaching the city of Piripiri. To this end, the study relied predominantly on the formulations developed on history, the city, and modernization in the works of Antônio Paulo Rezende (1993), Maria Stela Bresciani (2009), Francisco Hardman (2005), Alcides Nascimento (2015), and Cláudia Fontineles (2015); on transportation and railways in the works of Márcio Silveira (2007), Dilma Paula (2000), Ana Lúcia Lanna (1996), Josemir Melo (2008), and Douglas Tenório (1996). In constructing the context of Piauí, we drew on the works of R. N. Santana (1995), Teresinha Queiroz (2006), Felipe Mendes (2003), among others. The research was supported by government messages, newspapers, meeting minutes, decrees, telegrams, maps, reports, photographs, almanacs, reports, and other documents consulted in the collections of the Public Archive of Piauí, the National Library's Digital Newspaper Archive, and the Ministry of Transport. The society of Piripiri, like that of other municipalities in northern Piauí, created expectations regarding the arrival of the railway in its territory, hoping for a modernization that would come on the rails but ultimately failed to meet those expectations.
