RESUMO: A pesquisa brasileira, no âmbito acadêmico nacional e internacional, é um fenômeno social em ascensão, desde os anos 1990, inclusive no campo do Financiamento da Educação. O esforço para compreender o modo de produção dessas pesquisas e as relações constituídas pelos pesquisadores nesse processo remetem à necessidade de estudos que mapeiem as redes de pesquisa colaborativa, visando apreender sua formação e desenvolvimento, bem como sua inserção no mundo acadêmico. O presente estudo orientou-se pela seguinte questão problematizadora: como se constituem e atuam as redes de pesquisa que produzem conhecimento sobre Financiamento da Educação no campo Política Educacional nos Programas de Pós-Graduação em Educação das Instituições Federais de Ensino Superior do Nordeste brasileiro? No intento de responder à problemática anunciada, a pesquisa tem como objetivo analisar o processo de constituição e atuação das redes de pesquisa que
produzem conhecimento em Financiamento da Educação nos PPGEs das IFES da região Nordeste. O estudo parte da tese de que as redes se constituem como alianças colaborativas que envolvem diferentes instituições e pesquisadores, com diversos graus de formação, como estratégia que contribui para o aumento da produção científica do conhecimento, conquistando espaços para ascensão de temáticas emergentes dentro da área em colaboração, fortalecendo e visibilizando, assim, o campo estudado nas comunidades científicas. O referencial teórico baseia-se nas
contribuições de Pierre Bourdieu sobre a noção de campo e habitus, de autores que abordam os processos para formação de grupos e redes de pesquisa em colaboração na área da educação, como Maia e Caregnato (2008), Mocelin (2009), Leite e Lima (2012), Miorando e Leite (2012), Guimarães (2018) e Mainardes (2021a, 2022a), bem como de estudos que discutem aspectos sobre a história e a produção do conhecimento do campo da política educacional, como Gatti (2001),Santos (2008), Stremel (2016), entre outros. A pesquisa, de natureza quanti-qualitativa, caracteriza-
se como bibliográfica, documental e de campo, envolvendo a coleta e a sistematização de dados e documentos da Capes; registros sobre a história das instituições da comunidade científica no campo educacional; currículos dos pesquisadores disponibilizados na Plataforma Lattes/CNPq; e produções sobre redes e grupos de pesquisa obtidos nas plataformas digitais. Na pesquisa de campo, realizaram-se 11 entrevistas semiestruturadas com os pesquisadores dos PPGEs das IFES
nordestinas e os coordenadores de pesquisas nacionais parceiras desses programas. A apreciação das entrevistas foi conduzida por meio da Análise de Conteúdo, conforme proposta por Bardin (2016). Os resultados mostraram que a maioria dos projetos de pesquisa está alinhada às Linhas de Pesquisa de/sobre Política Educacional com distribuição institucionalmente concentrada na UFRN, UFPI, UFBA, UFPB e UFPE que, juntas, respondem por aproximadamente 80% dos projetos no subcampo investigado. Também se verificou que os projetos desenvolvidos em rede partem de um eixo temático específico ou subtemas que se abrem a partir dele e que a escolha é algo contingencial, movida por interesses ao mesmo tempo científicos e políticos. Na caracterização geral do perfil acadêmico do pesquisador em Financiamento da Educação, há predominância do sexo feminino, bem como um perfil formativo majoritariamente associado à área educacional: 44% dos pesquisadores possuem formação inicial em Pedagogia, e as titulações de mestrado (59%) e doutorado (39%) concentram-se na área de Educação. Observou-se que as regiões Nordeste e
Sudeste prevalecem como principais espaços de formação. Por fim, conclui-se que a temática Financiamento da Educação se estrutura como um subcampo emergente no campo acadêmico Política Educacional, cuja consolidação é pautada por lutas pela aquisição de autoridade científica e por estratégias de colaboração entre os pesquisadores através da construção de redes de pesquisa. ABSTRACT: Brazilian research within national and international academic contexts has been a growing
social phenomenon since the 1990s, including in the field of Education Financing. Efforts to understand the modes of production of this research and the relationships established among researchers in this process highlight the need for studies that map collaborative research networks, with the aim of apprehending the formation and development of these networks and their insertion into the academic world. The present study was guided by the following research question: how are research networks that produce knowledge on Education Financing within the Educational Policy field constituted and how do they operate within Postgraduate Programs in Education (PPGEs) at Federal Higher Education Institutions (IFES) in the Brazilian Northeast? In order to address this problem, the study aims to analyze the processes of
constitution and operation of research networks responsible for knowledge production on Education Financing within PPGEs at IFES in the Northeast region of Brazil. The study is grounded in the thesis that research networks are constituted as collaborative alliances involving different institutions and researchers with varying levels of academic training. These networks function as strategic mechanisms that contribute to the expansion of scientific knowledge production, enabling the emergence and consolidation of new thematic agendas within the field through collaborative dynamics, thereby strengthening and increasing the visibility of the field within scientific communities. The theoretical framework is based on the contributions of Pierre
Bourdieu regarding the notions of field and habitus, as well as on studies addressing processes related to the formation of collaborative research groups and networks in the field of education, including Maia and Caregnato (2008), Mocelin (2009), Leite and Lima (2012), Miorando and Leite (2012), Guimarães (2018), and Mainardes (2021a, 2022a). It also draws upon studies discussing the historical development and knowledge production processes within the Educational Policy field, such as Gatti (2001), Santos (2008), and Stremel (2016), among others. The research adopts a mixed-methods approach and is characterized as bibliographic, documentary, and field-based. It involved the collection and systematization of data and documents from CAPES; records concerning the historical development of institutions within the scientific community in the educational field; researchers’ curricula available on the Lattes Platform/CNPq; and publications on research networks and research groups obtained from digital academic platforms. During the field research stage, eleven semi-structured interviews were conducted with researchers from PPGEs at IFES in the Brazilian Northeast and with
coordinators of national research projects partnered with these programs. The analysis of the interviews was conducted through Content Analysis, following Bardin (2016). The resultsindicate that most research projects are aligned with research lines focused on Educational Policy, with institutional distribution concentrated in UFRN, UFPI, UFBA, UFPB, and UFPE, which together account for approximately 80% of the projects within the investigated subfield. The findings also indicate that network-based research projects tend to originate from a specific thematic axis or from related subthemes, and that the selection of research themes is contingent, driven simultaneously by scientific and political interests. Regarding the general academic profile of researchers in Education Financing, there is a predominance of female researchers, as well as a training profile predominantly associated with the field of Education: 44% of
researchers hold initial degrees in Pedagogy, and Master’s (59%) and Doctoral (39%) degrees are primarily concentrated in Education. The Northeast and Southeast regions emerge as the main academic training spaces for these researchers. Finally, it is concluded that Education Financing is structured as an emerging subfield within the academic field of Educational Policy, whose consolidation is shaped by struggles for the acquisition of scientific authority and by collaborative strategies among researchers through the construction and strengthening of research networks. |
