Abstract:
RESUMO: Nos últimos vinte e cinco anos, o cenário educacional brasileiro passou a incorporar sujeitos coletivos historicamente marginalizados, especialmente os trabalhadores do campo, cujas lutas sociais e práticas educativas possibilitaram avanços significativos. Organizados em nível nacional através do Movimento de Educação do Campo, esses sujeitos protagonizaram conquistas importantes no campo das políticas públicas educacionais. Esta dissertação investiga os processos de aproximação e distanciamento da política de Educação do Campo implementada pela Secretaria de Estado da Educação do Piauí (SEDUC-PI), buscando compreender sua efetividade na garantia do direito à educação para os camponeses. A pesquisa tem como objetivo geral compreender os processos de aproximação e distanciamento da política de Educação do Campo desenvolvida pela SEDUC-PI na efetivação do direito à Educação dos camponeses. Os objetivos específicos incluem: mapear as ações de Educação do Campo desenvolvida pela SEDUC a partir da sua institucionalização no estado do Piauí; Identificar os principais interlocutores na relação Sociedade Civil – Estado na elaboração de políticas estaduais para a Educação do Campo e por fim; Analisar a incorporação das demandas da Educação do Campo na estrutura da Seduc-PI. O aporte teórico fundamenta-se em autores como Roseli Caldart (2001, 2009, 2023) Mônica Molina (2004, 2008, 2011, 2012), Lucineide Barros (2010), Rodrigo Camacho (2017), Célia Regina Vendramini (2015), Luiz Bezerra Neto (2016) e Miguel Arroyo (1999), que discutem criticamente a Educação do Campo em suas dimensões nacional e local. A metodologia adotada é de natureza quali-quantitativa, com uso de levantamento bibliográfico, análise documental e entrevistas semiestruturadas como técnicas de produção de dados. Os resultados apontam que, embora existam avanços institucionais, como a criação da Supervisão de Educação do Campo em 2003, ainda há descompassos significativos na incorporação das especificidades do contexto camponês nas políticas educacionais do Estado. Constataram-se falhas no reconhecimento da territorialidade e na formação crítica dos sujeitos do campo. Reforça-se, ainda, o papel central dos movimentos sociais na luta por políticas públicas contextualizadas e emancipadoras. Como contribuição, a pesquisa oferece subsídios teóricos e empíricos relevantes à formulação de políticas educacionais mais justas, além de ampliar o debate acadêmico sobre a Educação do Campo no Piauí. ABSTRACT: Over the last twenty-five years, the Brazilian educational landscape has begun to in- corporate historically marginalized collective subjects, especially rural workers, whose social struggles and educational practices have enabled significant progress. Organized nationally through the Rural Education Movement, these groups have played a leading role in achieving important gains in the field of public education policies. This dissertation investigates the processes of convergence and divergence within the Rural Education policy implemented by the State Department of Education of Piauí (SEDUC-PI), seeking to understand its effectiveness in ensuring the right to education for rural populations. The general objective of the research is to understand the processes of convergence and divergence of the Rural Education policy developed by SEDUC-PI in guaranteeing the right to education for rural people. The specific objectives include: mapping the Rural Education initiatives developed by SEDUC since its institutionalization in the state of Piauí; identifying the main interlocutors in the relationship between Civil Society and the State in the formulation of state policies for Rural Education; and finally, analyzing the incorporation of the demands of Rural Education into the structure of SEDUC-PI. The theoretical framework is based on authors such as Roseli Caldart (2001, 2009, 2023), Mônica Molina (2004, 2008, 2011, 2012), Lucineide Barros (2010), Rodrigo Camacho (2017), Célia Regina Vendramini (2015), Luiz Bezerra Neto (2016), and Miguel Arroyo (1999), who critically discuss Rural Education in its national and local dimensions. The methodology adopted is of a quali-quantitative nature, employing bibliographic review, documentary analysis, and semi-structured interviews as data collection techniques. The results indicate that, although there have been institutional advances, such as the creation of the Rural Education Supervision Unit in 2003, there are still significant shortcomings in incorporating the specificities of the rural context into state educational policies. Failures were observed in recognizing territoriality and in fostering the critical formation of rural subjects. The research also highlights the central role of social movements in the struggle for contextualized and emancipatory public policies. As a contribution, it provides relevant theoretical and empirical insights for the formulation of fairer educational policies, while also expanding the academic debate on Rural Education in Piauí.
