RELAÇÕES BILATERAIS BRASIL/CABO VERDE NO ÂMBITO DA COOPERAÇÃO TÉCNICA EDUCACIONAL DO GOVERNO LULA (2003/2010)

Abstract

RESUMO: Este trabalho possui como escopo a análise da cooperação técnica no âmbito educacional entre Brasil e o arquipélago de Cabo Verde durante o governo Lula (2003/2010). Estes projetos possuem como objetivo o suporte científico e técnico a criação de novas perspectivas na gestão educacional do país. Assim, em um primeiro momento, discute-se o conceito de cooperação internacional para o desenvolvimento, um breve histórico e analisam-se algumas modalidades. Também faz-se uma análise das teorias econômicas para o desenvolvimento e discute-se a eficácia da ajuda externa tradicional. Então, debate-se sobre a cooperação entre os países em desenvolvimento ou cooperação Sul-Sul, considerada como uma forma de cooperação mais jovem que a cooperação tradicional, que surge como complementar ou alternativa para os países em desenvolvimento. Em um segundo momento, estuda-se a cooperação internacional brasileira e seus princípios basilares. Analisou-se o histórico da cooperação brasileira até o governo Lula, os dados sobre o numero de projetos, gastos públicos, algumas modalidades de cooperação e sua distribuição pelas regiões do Globo. Faz-se uma análise mais profunda sobre a cooperação técnica internacional com o continente africano, especificamente com a Comunidade dos Países de Língua Portuguesa (CPLP) e os Países Africanos de Língua Oficial Portuguesa (PALOP). Por último, analisou-se a cooperação internacional cabo-verdiana recebida e suas origens. Apresentam-se os projetos importantes na área educacional e seus dados estatísticos. ABSTRACT: This work has as scope the analysis of the technical cooperation, in the sector of education, between Brazil and the Cape Verde’s archipelago during Lula (2003/2010) government. The Projects exposed here aim to provide scientific and technical support for the creation of new perspectives in educational management in Cape vert. So, at first, we discuss the concept of international development cooperation, including a brief retrospect and analysis of case studies. We also make analysis on economic development theories, discuss the effectiveness of traditional foreign aid and debate on the cooperation between developing countries or South-South countries, considered as a younger form of cooperation than the traditional cooperation, which arises as a complement or alternative for developing countries. Secondarily, we study the Brazilian international cooperation and its basic principles, focusing on the history of Brazilian cooperation up to the era of Lula’s government, considering data on the number of projects, public spending, forms of international cooperation and their distribution according to regions of the world. Other than that, we make an even deeper analysis on international technical cooperation with Africa, specifically with the Community of Portuguese Language Countries (CPLP) and the African Countries of Portuguese Official Language (PALOP). Finally, we analyzed the Cape Verdean international cooperation received and their origins. Presents the important projects in education and their statistical data.
