O ORÇAMENTO POPULAR DE TERESINA COMO INSTRUMENTO DESCENTRALIZADO DE GESTÃO PÚBLICA MUNICIPAL: caminhos e tendências

Abstract

No município de Teresina-PI ele é denominado, desde de 1997, de Orçamento Popular de Teresina (OPT). Os espaços públicos participativos marcados por cenários inovadores ganharam forças com a promulgação da Constituição de 1988, a qual consagrou como princípio a participação da sociedade civil na gestão pública . Dessa forma, a presente pesquisa partiu de uma indagação acerca do OPT: que fatores têm contribuído para o arrefecimento do Orçamento Popular de Teresina ao longo da última década (2010 – 2019), e quais as tendências desse instrumento de gestão orçamentária? A pesquisa teve como objetivo estratégico investigar que fatores têm contribuído para o arrefecimento do OPT na década de 2010 e quais as tendências desse instrumento de gestão pública descentralizada nesse período. Para atingir esse objetivo foi realizada uma pesquisa descritiva qualitativa, como análise documental. Apresenta-se através da pesquisa bibliográfica, um mapeamento das categorias conceituais e teóricas dos temas centrais que norteiam esta pesquisa: democracia participativa; participação social e gestão participativa. O tratamento dos dados se deu por análise de conteúdo de documentos públicos oficiais e trabalhos acadêmicos. Através da pesquisa, constatou-se que nos últimos anos o OP vem perdendo força e outros espaços participativos estão surgindo em Teresina, como ―Pensar mais Teresina‖, ―Teres ina Participativa‖. Além desses, outros fatores vêm contribuindo para o arrefecimento dessa ferramenta de gestão pública participativa , como a edição do Decreto Federal nº 9 .759/2019, que extingue cerca de 700 conselhos participativos no âmbito da administração pública federal. Portanto, constatamos que vários fatores contribuíram para influenciar ou alterar o percurso do OPT ao longo dos últimos dez anos: fatores de ordem metodológica, financeiro, jurídico-administrativo, legal e comportamental, pois, surgiram outros instrumentos de participação social. Desse modo, entendemos que, mesmo com essa ferramenta de gestão enfraquecida, Orçamento Popular de Teresina ainda pode ser um instrumento de gestão pública compartilhada muito importante para o fortalecimento da democracia participativa, uma vez que oportuniza o debate entre gestão local e sociedade, por mais tímida relevância dada a esse mecanismo de participação.

ABSTRACT The public budget is a primary instrument for managing public finances. Participatory democracy is a latent and irreversible trend in contemporary public administration. Merging these two assumptions, there is the Participatory Budget, which is a public bu dget built on the basis of popular participation. In Teresina-PI, since 1997, it has been called the Orçamento Popular de Teresina (OPT) - ―Popular Budget of Teresina‖. Participatory public spaces marked by innovative scenarios gained strength with the promulgation of the 1988 Constitution, which enshrined as a principle the participation of civil society in public management. Thus, the present research started from a question about the OPT: wh ich factors have contributed to the cooling of the Popular Budget of Teresina over the last decade (2010 - 2019), and which are the inclinations of this instrument of budget management? The research had the strategic objective of investigating which factors have contributed to the cooling of OPT in the decade of 2010 and what are the inclinations of this decentralized public management instrument in that period. To achieve this objective, a qualitative descriptive research was carried out, such as documentary analysis. Through bibliographic research, a mapping of the conceptual and theoretical categories of the central themes that guide this research is presented: participatory democracy; social participation and participatory management. The data were processed by analyzing the content of official public documents and academic papers. Through this research, it was found that in recent years the P ublic Budget has been losing strength and other participatory spaces are emerging in Teresina, such as ―Think more Teresina‖, ―Participative Teresina‖. In addition to these, other factors have contributed to the cooling of this participatory public management tool, such as the edition of Federal Decree No. 9,759 / 2019, which extinguishes around 700 participatory councils within the scope of the federal public administration. Therefore, we found that several factors contributed to influence or change the path of the OPT over the past ten years: methodological, financial, legal -administrative, legal and behavioral factors, as other instruments of social participation have emerged. In this way, we understand that, even with this weakened management tool, Teresina's Popular Budget can still be a very important shared public management tool for strengthening participatory democracy, since it allows the debate between local management and society, however timid relevance given to this participation mechanism
