TRANSFORMAÇÕES SOCIOESPACIAIS E OS AGENTES PRODUTORES DO ESPAÇO NA CIDADE DE PARNAÍBA - PI

Abstract

RESUMO O movimento dialético do processo de urbanização conjuga ações e formas engendrados por segmentos sociais que produzem e retrabalham o espaço urbano. Na compreensão das cidades atuais e suas modificações é necessário entender como se deu esse processo de urbanização, como ele foi planejado, a sua instalação e mudanças que ocorreram com os personagens que compõem essa realidade. O presente estudo foi direcionado para a cidade de Parnaíba que contempla a Zona Costeira Piauiense, que na sua formação, teve influência da urbanização de Portugal, o que direcionou seu crescimento urbano com bases na formação de colônias. Assim, definiu-se, enquanto objetivo geral analisar as transformações socioespaciais da cidade de Parnaíba/PI a luz das ações dos agentes produtores do espaço. Quanto aos objetivos específicos se caracterizam por: a) Identificar os aspectos que influenciaram no crescimento urbano da cidade de Parnaíba e os agentes envolvidos; b) ressaltar a importância do Estado no processo de formação urbana da cidade e sua influência na consolidação deles; c) mostrar a morfologia urbana da cidade de Parnaíba através do crescimento urbano; d) reconstruir cronologicamente a evolução desse processo de crescimento urbano através da influência do Estado com as determinações do Plano Diretor. A metodologia é baseada em um trabalho qualitativo, relacionando referências para a compreensão da produção na área estudada. Quanto aos procedimentos metodológicos: utilizou-se das fontes primárias que se referem à pesquisa iconográfica, cartográfica e levantamentos acerca do assunto abordado; as fontes secundárias se concretizaram através da revisão bibliográfica constituída de livros de autores renomados encontrados na biblioteca da Universidade Federal do Piauí, reunião de informações obtidas em documentos, artigos, dissertações e teses, além de dados que formam acervos públicos na Secretaria de Infraestrutura, Habitação e Regulação Fundiária do Município de Parnaíba. Assim, procurou-se compreender os processos pelos quais a morfologia da cidade tem passado através da influência dos agentes urbanos detectados nos períodos de maior evolução da área urbana ocupada. Verificou-se que houve um crescimento significativo na mancha urbana da cidade de Parnaíba no intervalo dos anos de 2000 a 2005, com uma estabilidade moderada nos anos posteriores até atingir o ano limiar do estudo que é 2020, sendo notório que as demandas de expansão foram determinadas por fatores econômicos em que se destacam o turismo e os serviços, reforçados pela expansão imobiliária nas subzonas Nordeste e Sudeste da cidade e padronizados ao determinado pelo Plano Diretor Municipal.

ABSTRACT The dialectical movement of the urbanization process conjugates actions and forms engendered by social segments that produce and rework the urban space. In understanding the current cities and their modifications, it is necessary to understand how this urbanization process happened, how it was planned, its installation and changes that occurred with the characters that compose this reality. The present study was directed to the city of Parnaíba that contemplates the Coastal Zone of Piauiense, which in its formation had the influence of the urbanization of Portugal, which directed its urban growth based on the formation of colonies. Thus, it was defined as a general objective to analyze the socio-spatial transformations of the city of Parnaíba/PI in the light of the actions of the space producing agents. The specific objectives are characterized by: a) identifying the aspects which influenced the urban growth of the city of Parnaíba and the agents involved; b) emphasizing the importance of the State in the process of urban formation of the city and its influence on their consolidation; c) showing the urban morphology of the city of Parnaíba through urban growth; d) chronologically reconstructing the evolution of this process of urban growth through the influence of the State with the determinations of the Master Plan. The methodology is based on a qualitative work, relating references for the understanding of the production in the studied area. As for the methodological procedures: we used primary sources that refer to iconographic and cartographic research and surveys about the subject; the secondary sources were materialized through bibliographic review consisting of books by renowned authors found in the library of the Federal University of Piauí, gathering information obtained in documents, articles, dissertations and theses, as well as data that form public collections in the Secretariat of Infrastructure, Housing and Land Regulation of the Municipality of Parnaíba. Thus, it was sought to understand the processes through which the morphology of the city has gone through through the influence of urban agents detected in the periods of greatest evolution of the occupied urban area. It was verified that there was a significant growth in the urban spot of the city of Parnaíba in the interval from 2000 to 2005, with a moderate stability in the following years until reaching the threshold year of the study which is 2020, being notorious that the expansion demands were determined by economic factors in which tourism and services stand out, reinforced by the real estate expansion in the Northeast and Southeast subzones of the city and standardized to what was determined by the Municipal Master Plan.
