RESUMO: A participação no planejamento orçamentário de Teresina (PI) entre os anos de 2013 e 2018 é
uma experiencia democrática. A democracia, enquanto prática política de gestão da sociedade
assume concepções desde a democracia direta grega, representativa e participativa. No Brasil,
a promulgação da Constituição Federal de 1988 elevou o conceito de cidadania e incluiu a
participação popular como condição do regime político democrático. Dentre as experiências
democráticas brasileiras, destaca-se o Orçamento Participativo (OP), implementado em
diversos municípios na discussão de recursos públicos destinados à execução de demandas da
sociedade. Nos últimos anos o OP vem perdendo força e outros espaços participativos estão
surgindo. Por meio de estudo bibliográfico, com uso da metodologia qualitativa, procedeu -se
a análise de conteúdo e entrevistas semi-estruturadas com gestores e lideranças populares
municipais sobre o planejamento orçamentário participativa de Teresina. O estudo recupera a
história do Orçamento Popular de Teresina e indica que após quinze anos ele apresenta sinais
de esgotamento, oportunidade em que o governo inaugura um novo espaço de participação
com inserção de ferramentas tecnológicas digitais na elaboração de Planos Plurianuais. Os
resultados do estudo apontam as inovações metodológicas e tecnológicas como responsáveis
pela ampliação e aproximação da sociedade ao planejamento municipal, atraindo um público
diverso do já engajado em ações governamentais. Ao final, o processo apresentou caráter
consultivo, coincidiu com a estagnação do Orçamento Popular e pouco contribuiu para o
fortalecimento da cultura participativa teresinense.
ABSTRACT: The participation in Teresina (PI) budget planning between 2013 and 2018 is a democratic
experience. Democracy , as a political practice of managing society, takes on conceptions from
the direct, representative and participative Greek democracy. In Brazil, the promulgation of
the Federal Constitution in 1988 elevated the concept of citizenship and included popular
participation as a condition of the democratic political regime. Among the Brazilian
democratic experiences, there is the Participatory Budget (PB), implemented in several
municipalities in the discussion of public resources for the execution of societal demands. In
the last years the PB has been losing strength and other participatory spaces are emerging.
Through a bibliographic study, using the qualitative methodology, we proceeded to content
analysis and semi-structured interviews with managers and municipal popular leaders on the
participatory budget planning of Teresina. The study recovers the history of Teresina's Popular
Budget and indicates that after fifteen years it shows signs of exhaustion, an opportunity in
which the government inaugurates a new participation space with the insertion of digital
technological tools in the elaboration of Multi-Year Plans. The results of the study points to
methodological and technological innovations as responsible for the expansion and
approximation of society to municipal planning, attracting a different public from those
already engaged in government actions. In the end, the process was consultative, coincided
with the stagnation of the Popular Budget, and did little to strengthen the participatory culture
of Teresina. |
