SONHOS, SUOR E DETERMINAÇÃO: o Conjunto Dirceu Arcoverde e a política de moradia popular em Teresina (1976-1982)

Abstract

RESUMO: Este trabalho pretende compreender o surgimento do Conjunto Habitacional Dirceu Arcoverde, com a aprovação do “Projeto Itararé” em 1976, até a inauguração do primeiro hospital em 1981, e seu pleno atendimento em 1982. Trazemos a precariedade da estrutura, afetando diretamente as famílias da região, que se desenvolveu através da ação individual e coletiva, fazendo com que os gestores voltassem seu olhar ao Conjunto. Por isso, contamos este processo utilizando a metodologia da história oral, com as obras de Alessandro Portelli (2016), Verena Alberti (2007/2010), Marieta Ferreira (2006) e Janaina Amado (2006) com os moradores. Inclui-se a questão da memória com Joel Candau (2018), Maurice Halbwachs (2003) e Michel Pollak (1989/1992), na compreensão das narrativas desses sujeitos, e o cotidiano, com Michel de Certeau (1998/2013) e fontes hemerográficas locais como O Dia e O Estado. Dividimos este trabalho em três capítulos. Primeiramente, discutimos as estruturas das casas, do transporte coletivo, do abastecimento d’água e questões políticas. Em seguida, abordamos os papéis das mulheres para a permanência de suas famílias no Conjunto. Finalmente, trataremos a questão do atendimento médico e higienização. Procuramos, assim, discutir o cotidiano e as dificuldades de viver no Conjunto Habitacional Dirceu Arcoverde. ABSTRACT: This work intends to understand the emergence of the Dirceu Arcoverde Housing Complex, with the approval of the “Itararé Project” in 1976, until the opening of the first hospital in 1981, and its full service in 1982. We bring the precariousness of the structure, directly affecting the families of the region, which developed through the individual and collective action, causing the managers to look at the ensemble. Therefore, we tell this process using the methodology of oral history, with the works of Alessandro Portelli (2016), Verena Alberti (2007/2010), Marieta Ferreira (2006) and Janaina Amado (2006) with the residents. The question of memory is included with Joel Candau (2018), Maurice Halbwachs (2003) and Michel Pollak (1989/1992), in the understanding of the narratives of these subjects, and the daily life, with Michel de Certeau (1998/2013) and sources local hemerographic areas such as O Dia and O Estado. We divided this work into three chapters. First, we discuss the structures of the houses, public transport, water supply and political issues. Then, we approached the roles of women for the permanence of their families in the Complex. Finally, we will address the issue of medical care and hygiene. Thus, we seek to discuss the daily life and the difficulties of living in the Dirceu Arcoverde Housing Complex.
