MOVIMENTOS SOCIAIS NA PAUTA DO LEGISLATIVO: UMA ANÁLISE DOS PROJETOS DE LEI QUE VERSAM SOBRE MOVIMENTOS SOCIAIS ENTRE 2001 A 2018 NO BRASIL

Abstract

RESUMO:A presente pesquisa analisa os Projetos de Lei sobre Movimentos Sociais submetidos à apreciação parlamentar durante o período compreendido entre 2001 a 2018, no Brasil. Nesse sentido, tem-se como problema de pesquisa o seguinte questionamento: Como ocorreu a variação da produção legislativa sobre os movimentos sociais entre 2001 e 2018? Para tanto, realizou-se o levantamento dos Projetos de Lei relativos a Movimentos Sociais entre 2001 a 2018, através do campo de busca do site da Câmara dos Deputados. Em seguida, as informações colhidas sobre os Projetos de Lei foram sistematizadas, com a identificação de autor, partido, estado da federação do autor e a situação da tramitação. Na sequência, a pesquisa apresentou uma análise quantitativa, com a enumeração de quais partidos e autores se destacam em quantidade de projetos para verificar as alterações no decurso do tempo. No segundo momento, verificou-se, por meio de uma abordagem qualitativa, o teor desses Projetos de Lei, os movimentos sociais contemplados e se os conteúdos desses projetos trazem proposições positivas ou negativas para os movimentos sociais.ABSTRACT:The present research analyzes the Laws on Social Movements, submitted to parliamentary appreciation during the period between 2001 and 2018, in Brazil. In this sense, the research question is as follows: How did the legislative production variation on social movements occur between 2001 and 2018? To do so, the Laws relating to Social Movements were surveyed between 2001 and 2018 through the search field of the Chamber of Deputies website. Then, the information collected on the Draft Laws were systematized, with the identification of author, party, state of the author's federation and the status of the proceedings. In the sequence, the research presented a quantitative analysis, with the enumeration of which parties and authors stand out in quantity of projects to verify the changes in the course of the time. In the second moment, the content of these bills, the contemplated social movements and the contents of these projects bring positive or negative propositions to the social movements were verified through a qualitative approach.
