TRANSPORTE COLETIVO URBANO POR ÔNIBUS EM TERESINA: da implantação à integração

Abstract

RESUMO: O processo de urbanização verificado na cidade de Teresina-PI nas duas últimas décadas do século XX e nas primeiras do século XXI provocou transformações na sua dinâmica espacial, com o espraiamento e, consequentemente, a ampliação das distâncias entre a zona central e as áreas periféricas da cidade. A densidade de discussões sobre essa temática, pelos mais diferentes campos científicos, entre eles a Geografia, apontam problemas que não interferem apenas no deslocamento da população pelos diferentes espaços da cidade, mas, também, contribuem para degradar o seu bem-estar. A poluição, os acidentes de trânsito, os congestionamentos, o custo e o tempo de viagem no interior de ônibus quase sempre lotados, são alguns dos problemas, decorrentes da precariedade e da carência de políticas públicas eficazes, que interferem na qualidade de vida dos citadinos. Nesse sentido, esta pesquisa tem como objetivo geral, analisar a produção do espaço de Teresina, a partir da dinâmica do transporte coletivo, desde sua implantação até o processo atual de integração. E como objetivos específicos, compreender o processo de formação do espaço teresinense e o discurso de modernidade presentes nos planos de desenvolvimento urbano; identificar as alterações do perímetro urbano teresinense, em decorrência da expansão e ocupação do solo; caracterizar o sistema de transporte coletivo de Teresina, da sua implantação até o projeto de integração em curso. Assim, esta pesquisa se desenvolveu, a partir de estudo dos planos de desenvolvimento urbano elaborados para Teresina, das visitas de campo a órgãos públicos da administração municipal e a representante do setor empresarial dos transportes de passageiros. Foi aplicada uma entrevista semiestruturada com representantes técnicos desses órgãos, bem como com alguns usuários do sistema de transportes coletivos escolhidos nos próprios pontos de embarque e desembarque pelas quatro zonas da cidade. Fez-se também, um registro fotográfico das estações de passageiros e dos corredores exclusivos para os ônibus localizados em algumas das principais vias da capital piauiense. O sistema de transporte público coletivo contribui para a circulação e acesso da população aos meios de consumo coletivo, tendo, portanto, considerável contribuição na produção do espaço. Porém, em muitos casos, verifica-se uma oferta desigual e concentrada desse serviço, promovendo, na cidade, a reprodução capitalista do espaço marcada pela seletividade. Desse modo, os resultados obtidos, demonstram a evolução do sistema de transportes coletivos por ônibus em Teresina, desde a década de 1940, quando ocorreu a sua regulamentação e implantação, até a integração em curso, que desde 2012 vem passando por várias intervenções voltadas para um processo de integração das linhas de ônibus, através da criação dos Terminais e da substituição das linhas radiais por linhas tronco-alimentadoras. ABSTRACT: The process of urbanization observed in the city of Teresina-PI in the last two decades of the twentieth century and in the first ones of the twenty-first century, caused changes in its spatial dynamics, on account of the spreading and consequently the extension of the distances between the central zone and peripheral areas of the city. The density of discussions on this subject, by the most different scientific fields, including Geography, point out problems that not only interfere in the displacement of the population through the different spaces of the city, but also contribute to degrade their well-being. Pollution, traffic accidents, traffic jams, the cost and time of travel inside buses almost always crowded, are some of the problems resulting from the precariousness and lack of effective public policies, which interfere in the quality of life of city residents. In this sense, this study has as general objective to analyze the production of space for Teresina, based on the dynamics of public transportation, from its implementation to the current integration process. And as specific objectives, to understand the process of formation of the space of Teresina and the discourse of modernity present in the urban development plans; identify changes in Teresina urban area, due to the expansion and land use; characterize the mass transit system of Teresina, from its implementation to the ongoing integration project. Thus, this research was developed from a study of the urban development plans designed for Teresina, field visits to public agencies of the municipal administration and the representative of the business sector for passenger transport. A semi-structured interview has been carried out with technical representatives of these agencies and also with some users of the public transport system, chosen at points of boarding and disembarkation, through the four zones of the city. There was also a photographic record of passenger stations and exclusive lanes for buses, located in some of the main roads of the capital of Piauí. The public transportation system contributes to the circulation and access of the population to the means of collective consumption, and therefore has a considerable contribution to the production of space. Nevertheless, in many cases, there is an unequal and concentrated supply of this service, promoting, in the city, the capitalist reproduction of space, marked by selectivity. Thus, the results show the evolution of the public transportation system in Teresina, since the 1940s, when its regulation and implementation took place, to the integration in progress which, since 2012, has been undergoing several interventions aimed at a process of integration of bus lines, by setting Terminals and substituting radial lines for trunk-feeder lines.
