A POLÍTICA DE ATENDIMENTO A CRIANÇAS E ADOLESCENTES EM MUNICÍPIOS PIAUIENSES: desafios no processo de implementação.

Abstract

RESUMO: A presente dissertação tem como objetivo apresentar o processo de implementação da política de atendimento a crianças e adolescentes em municípios piauienses, visando analisar as contribuições do “Programa Selo UNICEF Município Aprovado” para a organização dessa política nos municípios. Este trabalho baseia-se em uma pesquisa qualitativa realizada nos municípios de Ipiranga e Wall Ferraz no estado do Piauí, no período de 2006 a 2012. Fundamentada no método de pesquisa qualitativa, foram realizados estudos bibliográficos com referência em autores que abordam a problemática em questão como Maciel, (2015); Minayo, (2001); Bobbio, (2004) e Carvalho, (1995, 2014), dentre outros. Para a construção dos dados empíricos, utilizouse como instrumento de pesquisa a observação participante, a entrevista semiestruturada com 08 (oito) sujeitos em cada município: prefeitos, secretárias de assistência social, articuladores do Selo UNICEF, presidente do CMDCA, um adolescente e sua mãe. Dessa forma, o resultado da pesquisa demonstrou que a política de atendimento à criança e ao adolescente em municípios piauienses têm como marco legal o Estatuto da Criança e do Adolescente (Lei 8.069/90). Alguns municípios se organizam com maior sistematicidade, de maneira mais articulada e integrada. O UNICEF tem contribuído no delineamento dessa política com orientação, estímulo, propostas e certificação dos municípios que implementam a contento esta política para criança e adolescente. A análise foi feita por meio do método crítico e dialético para poder-se compreender os discursos dos sujeitos, as ações da política para a infância e as contribuições do UNICEF na implementação dessa política nos municípios. Dessa forma, foi feita uma análise da engenharia institucional e dos traços constitucionais da implementação da política de atendimento à criança e ao adolescente em municípios piauienses. Isso possibilitou concluir que os municípios tinham uma política pública implementada antes da parceria com o UNICEF. A estrutura dessa política tem alguns elementos comuns nos municípios: Conselho Tutelar, Conselho dos Direitos da Criança e do Adolescente, escolas e algumas ações diferenciadas detectadas durante a pesquisa. ------------------- ABSTRACT: The purpose of this dissertation is to present the process of implementation of the policy for the care of children and adolescents in the municipalities of Piaui, in order to analyze the contributions of the "UNICEF Municipality Approved Seal Program" for the organization of this policy in the municipalities. This work is based on a qualitative research carried out in the municipalities of Ipiranga and Wall Ferraz in the state of Piauí, from 2006 to 2012. For the construction of the empirical data, the participant observation was used as a research instrument, the semistructured interview with 08 (eight) subjects in each municipality: mayors, social work secretaries, articulators of the UNICEF Seal, president of CMDCA, a teenager and your mother. Thus, the research results showed that the child and adolescent care policy in Piaui's municipalities have as legal framework the Statute of the Child and Adolescent (Law 8.069 / 90). Some municipalities organize themselves with greater systematicity, in a more articulated and integrated way. UNICEF has contributed to the delineation of this policy with guidance, encouragement, proposals and certification of the municipalities that implement to the satisfaction of this policy for children and adolescents. The analysis was made through the critical and dialectical method to understand the subjects' discourses, the actions of the politics for childhood and the contributions of UNICEF in the implementation of this policy in the municipalities. Thus, an analysis was made of the institutional engineering and the constitutional traits of the implementation of the child and adolescent care policy in Piauí municipalities. This made it possible to conclude that the municipalities had a public policy implemented before the partnership with UNICEF. The structure of this policy has some common elements in the municipalities: Tutelary Council, Child and Adolescent Rights Council, schools and some differentiated actions detected during the research.
