http://hdl.handle.net/123456789/3706 Thu, 23 Apr 2026 02:25:12 GMT 2026-04-23T02:25:12Z http://hdl.handle.net/123456789/3708 COMUNICAÇÃO ESTADO-SOCIEDADE: análise da linguagem simples à luz da teoria da sinalização ABRAÃO, Priscila Luz RESUMO A comunicação entre Estado e sociedade é alvo de iniciativas globais que visam transformar o burocratês - marcado por termos técnico-legais, com palavras difíceis de entender para boa parte da população - em uma linguagem mais próxima do dia a dia das pessoas cidadãs/usuárias dos serviços públicos. Experiências com foco na linguagem simples, na forma de programas, políticas públicas ou estratégias, atuam no desafio de simplificar textos oficiais. Analisar reflexos de implementação da Linguagem Simples à luz da T eoria da Sinalização é o objetivo geral desta pesquisa, ao buscar compreender como o governo (sinalizador) produz sinais, ao reestruturar textos governamentais, no desafio de reduzir a desigualdade de informação perante os cidadãos (destinatários). Os procedimentos metodológicos adotados nesta abordagem qualitativa consistem de pesquisa documental, a fim de contextualizar as experiências relacionadas à linguagem simples expressas nas legislações do Brasil e de outros países; de revisões sistemáticas sobre linguagem simples e T eoria da Sinalização; de entrevistas semiestruturadas com pessoas envolvidas no processo de implementação. Os dados foram trabalhados por meio da análise de conteúdo categorial inspirada em Bardin (2020), com auxílio do softwar e Atlas.ti. Como resultado, as participantes das entrevistas caracterizaram, ressalvadas especificidades, um modelo de implementação baseado na sensibilização de servidoras e servidores sobre o tema, estimulando-os de forma autônoma a reconhecer e simplificar os documentos. Este sinal de simplificação, em construção e expansão nos últimos quatro anos, vem despertando o interesse de quem trabalha no serviço público, mas também provocado resistência à mudança cultural de escrever . As iniciativas são feitas ainda por equipes pequenas, ainda que visem alcançar todos os setores. Elas têm apoio de áreas correlatas, como a Experiência do Usuário, o Direito V isual, mas enfrentam ruídos de comunicação com movimentos sociais e alguns representantes políticos. Benefícios e desafios listados pelas entrevistadas são coerentes com aqueles identificados nas revisões sistemáticas. A título de devolutiva, foi elaborado um relatório técnico na forma de guia, com a finalidade de trazer elementos que contribuam para as pessoas interessadas se apropriarem de informações que possam ajudá-las a operacionalizar iniciativas de simplificação de linguagem em documentos oficiais. ABSTRACT Communication between the State and society is the target of global initiatives that aim to transform bureaucratic jargon - characterized by technical-legal terms, with words that are difficult for a large part of the population to understand - into a language that is closer to the daily lives of citizens/users of public services. Experiences focused on plain language, in the form of programs, public policies or strategies, address the challenge of simplifying official texts. Analyzing the effects of implementing Plain Language in light of Signaling Theory is the general objective of this research, which seeks to understand how the government (signaler) produces signals when restructuring government texts, in the challenge of reducing information inequality for citizens (recipients). The methodological procedures adopted in this qualitative approach consist of documentary research, in order to contextualize the experiences related to plain language expressed in the legislation of Brazil and other countries; systematic reviews on plain language and Signaling Theory; and semi-structured interviews with people involved in the implementation process. The data were processed using categorical content analysis inspired by Bardin (2020), with the help of Atlas.ti software. As a result, the interview participants characterized, with specific exceptions, an implementation model based on raising awareness among civil servants on the topic, encouraging them to recognize and simplify documents autonomously . This sign of simplification, which has been under construction and expanding over the last four years, has been arousing the interest of those working in public service, but has also provoked resistance to the cultural change of writing. The initiatives are still carried out by small teams, although they aim to reach all sectors. They have support from related areas, such as User Experience and V isual Law , but face communication difficulties with social movements and some political representatives. The benefits and challenges listed by the interviewees are consistent with those identified in the systematic reviews. As a feedback, a technical report was prepared in the form of a guide, with the purpose of providing elements that help interested parties to appropriate information that can help them operationalize language simplification initiatives in official documents.
