AS PRÁTICAS DE ATENÇÃO E CUIDADO DESTINADAS À POPULAÇÃO EM SITUAÇÃO DE RUA: os demarcadores de gênero na operacionalização dos serviços.

Abstract

RESUMO: Esta pesquisa tem por objetivo analisar como as práticas de atenção e cuidado dos serviços que assistem à População em Situação de Rua, na cidade de Teresina-PI, são atravessadas pelos demarcadores de gênero. A pesquisa empreendida situa-se no âmbito da Pesquisa Social, de natureza qualitativa. Para produção de dados fez-se uso de três ferramentas: roteiros de entrevista semiestruturada, observação no cotidiano dos serviços e uso do diário de campo. Participaram do estudo 15 profissionais integrantes das equipes dos serviços especializados na assistência à População em Situação de Rua, sendo 10 do Centro Pop e 05 do Consultório na Rua. Os serviços compartilham dilemas, como a precarização do trabalho, a desresponsabilização da rede intersetorial, a complexidade do público e o escopo insipiente das ações. Os demarcados de gênero revelaram o atravessamento do campo moral e disciplinar nas práticas profissionais, com a reprodução acrítica das construções sociais de gênero e tentativas de reiteração, sobretudo das feminilidades em situação de rua. No contexto investigado se destaca a invisibilidade seletiva de gênero no modo de compreensão e operação das necessidades da população de rua, além do entendimento de que reconhecer elementos como gênero, raça e classe, enquanto esferas capazes de assegurar diferentes níveis de proteção e desproteção, constitui preconceito e discriminação, revelando a dificuldade do manejo. Os processos em movimento anulam práticas afirmativas e reforçam a homogeneização das interseccionalidades. Dado o exposto, salienta-se a necessidade de trazer a cena o gênero e intersecções como caminho para promoção da equidade e como forma de qualificar a assistência e o protagonismo dos atores envolvidos. ------------- ABSTRACT This study aims to analyse how attention and care practices of services that assist population in street situation, in the city of Teresina-PI, are crossed by gender demarcation. The research carried out is inserted in the field of Social Psychology, having qualitative nature. For data production, we used three tools: semi-structured interview scripts, observation of the services routine, and a field diary. Participants were 15 professionals who were part of the teams in the services specialized in assistance of the Population in Street Situation, 10 were from the Pop Center, and 5 were from the Street Clinic. The services share dilemmas, such as work precariousness, lack of accountability of the intersectoral network, complexity of the public, and a insipient scope of actions. The gender demarcation reveals the crossing of the moral and disciplinary fields in professional practices, with the reproduction without criticism of gender social constructions and attempts of reiteration, especially of femininity in street situation. In the investigated context highlights the selective gender invisibility in the way of comprehension and operation of the needs of the population in the street, besides the understanding that recognising elements such as gender, race and class, whilst elements capable of assuring different levels of protection and lack of protection, constitute prejudice and discrimination, revealing management difficulty. The processes in movement annul affirmative practices and reinforce the homogeneity of intersectionalities. Given the aforementioned, we highlight the need to bring to the scene gender and intersections as a way of promoting equity and qualifying the assistance and protagonism of the actor involved.
