AVALIAÇÃO DA IMPLANTAÇÃO DOS NÚCLEOS HOSPITALARES DE EPIDEMIOLOGIA NO ESTADO DO PIAUÍ.

Abstract

RESUMO: INTRODUÇÃO: Os avanços na estrutura organizacional do Sistema Único de Saúde permitiram a descentralização das ações de vigilância epidemiológica. Os Núcleos Hospitalares de Epidemiologia constituíram uma importante fonte de informação sobre doenças e agravos, sendo referência para os gestores e como fonte de informação para tomada de decisão. OBJETIVO: Avaliar a implantação dos Núcleos Hospitalares de Epidemiologia no Estado do Piauí. METODOLOGIA: Trata-se de uma pesquisa avaliativa, realizada em nove núcleos hospitalares de epidemiologia no Estado do Piauí, localizados na capital e no interior, que tiveram sua implantação homologada até 2014, mediante Portaria Ministerial. Foram avaliadas as dimensões, estrutura e processo. No tocante à estrutura, avaliou-se a ambiência, os recursos materiais e humanos e a regulamentação. Quanto ao processo, foram avaliadas as práticas operacionais que envolvem as atividades de vigilância epidemiológica, além de ensino, pesquisa e gestão. Os dados foram obtidos mediante aplicação de questionário e observação direta e agrupados em matriz de julgamento de modo que o somatório dos pontos obtidos determinou a adequabilidade da implantação. RESULTADOS: Apenas um núcleo apresentou 82,6% de conformidades. Portanto, implantação adequada. A maioria deles teve implantação insatisfatória. E um foi considerado com implantação crítica. A falta de regulamentação dos núcleos, bem como a de planejamento, foram os principais entraves encontrados. As atividades de ensino são incipientes e o fomento à pesquisa inexiste nos núcleos avaliados. CONCLUSÃO: O estudo constatou que a implantação dos núcleos hospitalares de epidemiologia no Estado do Piauí não ocorreu de forma satisfatória. --------------------ABSTRACT: INTRODUCTION: Advances in the organizational structure of the National Unified Health System allowed the decentralization of epidemiological surveillance actions. The hospital nucleus of epidemiology constituted an important source of information on diseases and conditions, being a reference for managers and a source of information for decision making. OBJECTIVE: Evaluate the implantation of Hospital Nucleus of Epidemiology in the State of Piauí. METHODOLOGY: This is an evaluative research, carried out in nine hospital nucleus of Epidemiology located in capital and in the countryside of Piauí State, which had their implantation homologated until 2014 by ministerial order. The dimensions, structure and process were evaluated. In relation to the structure was evaluated the ambience, the material and human resources and the regulation. Regarding the process, were evaluated the operational practices that involves epidemiological surveillance activities, as well as teaching, research and management. The data were obtained through the application of a questionnaire and direct observation and grouped in a judgment matrix so that the sum of the obtained points determined the adequacy of the implantation. RESULTS: Only one nucleus presented 82.6% of conformities, therefore, the implantation was adequate. Most of them had unsatisfactory implantation. And one was considered to be critically implanted. The absence of regulation of nucleus, as well as, of planning were the main detected obstacles. The teaching activities are incipient and the research promotion does not exist in the evaluated nucleus. CONCLUSION: The study verified that the implantation of hospital nucleus of epidemiology in the State of Piauí did not occur in a satisfactory way.
