Abstract:
RESUMO: O intento dessa dissertação é verificar como se dá na prática a participação da
sociedade piauiense no Programa Nacional de Crédito Fundiário – PNCF. Essa
preocupação surge ao identificar que o Piauí é um Estado marcado pela
oligarquização do poder com práticas clientelistas e que o âmago do Programa em
tela é democrático com participação efetiva da sociedade de forma autônoma e de
controle social. A junção desses dois sistemas de essências opostas resultou, em
Piracuruca, Piauí, nas seguintes constatações: a) através da análise quantitativa
observou-se uma forte participação da sociedade civil no Programa Nacional de
Crédito Fundiário; b) através de uma visão qualitativa observou-se que o Centro de
Educação e Assessoria Ambiental – CEAA, única responsável pela assessoria
técnica dos assentamentos em Piracuruca, está presente em todo o processo desde
a formação das associações, na aprovação das propostas no Conselho Municipal de
Desenvolvimento Rural Sustentável e até mesmo na composição do Partido dos
Trabalhadores – PT, partido do atual governador. ABSTRACT: The intention of this analysis is to verify as if of the one in the practical a participation
of the piauiense society in the National Program of Agrarian Credit - PNCF. This
concern appears when identifying that the Piauí is a State marked for the
oligarquização of the power with practical clientelists and that essence of the
Program in screen is democratic with participation accomplishes of the society of
independent form and social control. The junction of these two systems of opposing
essences resulted, in Piracuruca, Piauí, in the following conclusions : a) through the
quantitative analysis one strong participation of the civil society in the National
Program of Agrarian Credit was observed; b) through a qualitative vision was
observed that the Center of Education and Ambient Assessorship - CEAA, only
responsible for the assessorship technique of the nestings in Piracuruca, is present
in all the process since the formation of the associations, in the approval of the
proposals in the City council of Sustainable Agricultural Development and even
though in the composition of the Party of the Workers - PT, party of the current
governor.
