A CGU E A QUALIDADE DA DEMOCRACIA: uma análise do trabalho realizado pelas operações especiais (2003 – 2016)

Abstract

RESUMO: A Controladoria Geral da União (CGU) é um órgão do Governo Federal responsável pela defesa do patrimônio público e pelas atividades de controle interno, auditoria pública, correição, prevenção e combate à corrupção. Diante da sua relevância institucional para o Estado brasileiro, esta pesquisa tem por objetivo verificar a importância da atuação da CGU no combate à corrupção, bem como a relevância que possui para qualidade da democracia brasileira. Para tanto, partimos da hipótese de que a CGU é uma instituição que combate a corrupção, preza pelos mecanismos de accountability e pelo fortalecimento do Estado de Direito, por isso, a sua atuação impacta diretamente na qualidade da democracia. Para verificarmos esta hipótese, realizamos uma análise de conteúdo dos dados disponíveis sobre as operações especiais realizadas pela Controladoria entre os anos de 2003 a 2016. Este recorte temporal nos permitiu uma análise longitudinal, por meio da qual verificamos as atividades da CGU, órgão considerado uma recente criação no quadro institucional brasileiro...................ABSTRACT: The General Comptroller of the Union (CGU) is a Federal Government body responsible for the defense of public assets and also for the activities of internal control, public audit, correction, prevention and anti-corruption. Allied to this institutional theme, two other important issues within this research are corruption and the quality of democracy. The main objective of this research is to verify the importance of this institution in the fight against corruption and to demonstrate how it has contributed to the quality of democracy. I start from the hypothesis that the CGU is a political actor who plays an important role of horizontal accountability in Brazilian democracy, and that is important for the rule of law, these basic dimensions of the concept of quality of democracy by Diamond and Morlino (2005). I will make a content analysis of the available data of special operations conducted by the CGU between the years 2003 to 2016. There is little research related to this institution, and this work aims to make a valuable contribution to the literature of institutions and quality of democracy, Since it has as perspective to analyze the performance of the special audits realized by the CGU, demonstrating its role in the quality of the democracy.
