A IMPLEMENTAÇÃO DO PROGRAMA NACIONAL DE ASSISTÊNCIA ESTUDANTIL (PNAES): a experiência no IFPI

Abstract

RESUMO: Este estudo versa sobre a assistência estudantil na educação profissional, desenvolvida a partir do Decreto nº 7.234, de 2010. Examina-se, especificamente, a sua implementação no Instituto Federal de Educação Ciência e Tecnologia do Piauí (IFPI) através da Política de Assistência Estudantil aprovada pela Resolução CONSUP nº 14, de 2014. Objetiva-se avaliar os processos de implementação do Programa Nacional de Assistência Estudantil (PNAES) delineando as decisões tomadas, a escolha dos agentes, os processos de monitoramento e avaliação e os recursos e logística disponibilizados para as ações. Adota-se a perspectiva da implementação de políticas públicas como fase de tomada de decisões com base nas indicações de Draibe (2011) sobre a anatomia geral do processo de implementação. Para isso, utilizaram-se as abordagens quantitativa e qualitativa, através de pesquisa bibliográfica e documental e realização de entrevistas. O que se constatou é que a ampla discricionariedade conferida às instituições de educação profissional pelo PNAES faz com que a assistência estudantil apresente várias configurações, os Institutos, em sua maioria, definem os seus processos de implementação por meio de novos regulamentos sobre assistência estudantil. No IFPI, as decisões e processos geraram novas práticas ao PNAES; a instituição, mesmo atenta às orientações estabelecidas no programa nacional, estabelece uma normativa específica compatibilizando o modelo nacional às condições e necessidades locais. Verificou-se que, no IFPI, o novo grupo que ascendia ao poder teve interesse pela sistematização das ações e tornou a assistência estudantil um elemento integrante da agenda. Entre os agentes de implementação, os assistentes sociais aparecem como os estratégicos da Política e encontram-se em maior número e nas funções de gestão das ações tanto na Reitoria quanto nos campi. As ações voltam-se tanto para o público em vulnerabilidade social quanto para os estudantes como um todo, e em razão da proporção entre oferta e demanda, priorizam os estudantes em vulnerabilidade social. Quanto ao sistema logístico e operacional, verificou-se que aos campi é delegado autonomia na gestão do orçamento e que não foram mobilizados materiais e equipamentos específicos para as ações, que são implementadas conforme a estrutura disponível nos campi. Conclui-se que as estratégias de implementação do PNAES no IFPI foram facilitadas pela forma de condução dos subprocessos decisórios e de seleção dos agentes e dificultadas na base material, especialmente na gestão dos recursos e na forma de mobilização dos materiais e procedimentos necessários ao controle e acompanhamento das condições de permanência e desempenho acadêmico dos estudantes, alvo principal das ações. ABSTRACT: This study is about the student assistance in professional education, developed from Decree No. 7.234 of the year 2010. It examines, in particular, its implementation in the Federal Institute of Education Science and Technology of Piauí (IFPI) through the Student Assistance Policy approved by CONSUP Resolution No. 14 of 2014. The objective is to evaluate the implementation processes of the National Programme of Student Assistance (PNAES) outlining the decisions taken to implement the choice of agents, monitoring and evaluation processes and resources and logistics available to actions. It is adopted the perspective of the implementation of public policies as phase decision-making based on Draibe indications (2011) on the general anatomy of the implementation process. For this, they used quantitative and qualitative approaches, through literature and documental research and also interviews. What was found is that the implementation of PNAES brought the broad discretion given to vocational education institutions, making the student assistance presents various configurations; the Institutes, mostly, set their implementation processes through new regulations on student assistance. In the IFPI, the implementation of PNAES is realized from the creation of a new policy, the institution, though attentive to the guidelines, sets out in the national program, establishes specific rules with objectives, eligibility criteria for beneficiaries and monitoring and evaluation mechanisms. It was found that, in the IFPI, the agents linked to the implementation of student assistance actions with the support of the central government. Among the implementing agencies, social workers appear as strategic agents of policy and are in greater numbers and in management functions of actions both at the Rectory how many on campuses. Actions back up both the public social vulnerability and for the students as a whole, and due to the proportion between supply and demand, prioritize students in social vulnerability. In relation to the logistics and operating system, it was found that to the campus is delegated autonomy in budget management and have not been mobilized materials and equipment for specific actions, these are implemented as the structure available on campuses. We conclude that the PNAES implementation strategies in the IFPI were facilitated by the conduction of the decision-making sub-processes and selection of agents and hampered the material base, especially in resource management and in the form of mobilization of materials and procedures necessary to control and monitoring of conditions of stay and academic performance of students, the main target of the shares.
