AVALIAÇÃO DO PROCESSO DE IMPLEMENTAÇÃO DA POLÍTICA DE ASSISTÊNCIA ESTUDANTIL NO IFPA

Abstract

RESUMO: A presente pesquisa tem como objetivo avaliar o processo de implementação da Política de Assistência Estudantil do IFPA. A fundamentação teórica apresenta o percurso histórico da assistência estudantil no Brasil, de modo a expressar de que forma a temática foi incluída na agenda governamental até sua conformação como política pública. O quadro teórico aborda, ainda, sobre a avaliação de políticas públicas, enfatizando a avaliação de processos como forma de analisar políticas, programa ou projetos na fase em que estão sendo implementados. A pesquisa é de caráter qualitativo, estruturada em forma de estudo de caso descritivo, visando a delinear os fatores que permearam o processo de implementação da Política de Assistência Estudantil no IFPA. Optou-se pela pesquisa documental, coletando dados que subsidiaram a exposição referente à realidade estudada, proporcionando o conhecimento político-organizacional do lócus do estudo. Para análise e discussão dos dados, utilizou-se a metodologia de avaliação de processo de implementação elaborada por Draibe (2001), denominada “anatomia do processo geral de implementação”. Verificou-se que, no processo de implementação da Política de Assistência Estudantil no IFPA, de maneira geral, os instrumentos previstos para ser empregados na execução da Política estão sendo concretizados. Contudo, ao longo da implementação, houve adequações ao desenho original da Política, o que não alterou a sua principal finalidade de proporcionar condições que favoreçam o acesso, a permanência e o êxito acadêmico de estudantes em situação de vulnerabilidade social, sendo identificados muitos aprimoramentos no sentido de proporcionar um atendimento mais efetivo e intencionado a garantir a permanência e o êxito acadêmico dos estudantes beneficiários. ABSTRACT:The present research aims at assessing the process of implementation of the IFPA Student Assistance Policy. The theoretical basis presents the historical route of the student assistance in Brazil, in a way of expressing how the thematic was included in the government agenda until its conformation as public policy. Yet, the theoretical panel approaches the assessment of public policies, emphasizing the assessment of processes as a way of analyzing policies, program or projects in the phase they are being implemented. The research is of qualitative character, structured in form of study of descriptive case, aiming at outlining the factors that permeated the implementation process of the Student Assistance Policy in the IFPA. We have opted by the documentary research, collecting data that subsidized the exposition related to the reality studied, proportioning political-organizational knowledge of the study locus. To analysis and discussion of the data, we have used the methodology of assessment of implementation process designed by Draibe (2001), named “anatomy of the general process of implementation”. We have verified that in the implementation process of the Student Assistance Policy in the IFPA, in a general way, the instruments expected to be used in the execution of the Policy are concretized. Nevertheless, along the implementation there were adequacies to the original plan of the Policy, what did not alter its main finality of proportioning conditions to favor the access, permanence and academic success of students in social vulnerability situation, being identified many improvements in the sense of proportioning more effective treatment and intended to guarantee the permanence and academic success of the recipient students.
