ANÁLISE DA GESTÃO DA POLÍTICA PÚBLICA DE ASSISTÊNCIA SOCIAL NO ÂMBITO DO CREAS A CRIANÇAS E ADOLESCENTES VÍTIMAS DE ABUSO SEXUAL EM ITAITUBA / PA

Abstract

RESUMO:Este estudo tem por objetivo analisar a implementação da política pública de assistência social a partir do Centro de Referência Especializado de Assistência Social (CREAS) de Itaituba para o enfrentamento dos casos de abuso sexual contra crianças e adolescentes. Trata-se de uma pesquisa de cunho qualitativo, tipo estudo de caso, cujos procedimentos metodológicos adotados incluem observações e análise comparativa de informações coletadas sobre o CREAS (gestão, organização, funcionamento e serviços), sobre o planejamento da política pelo órgão gestor no município e sobre o planejamento interno da unidade CREAS “Flor do Sol” a partir de documentos escritos (como projeto e relatórios) e das entrevistas com profissionais do equipamento. A primeira parte da análise dedicamos à apresentação e discussão dos resultados a partir de seis dimensões (planejamento, infraestrutura, equipamentos e recursos materiais, recursos humanos, serviço prestado, e avaliação e monitoramento) para construir compreensão da realidade da unidade CREAS no tocante à implementação da Política de Assistência Social a partir do serviço PAEFI ofertado a crianças e adolescentes vítimas de abuso sexual em Itaituba. Posteriormente, concentramos atenção nos avanços, desafios e projeções da implementação da política no âmbito do CREAS, incluindo atendimento/acompanhamento do CREAS a crianças e adolescentes vítimas de abuso sexual, como forma de trazer contribuições a este trabalho tão necessário. Após a análise, a compreensão alcançada é de que há mais fatores favorecedores a implementação da Política de Assistência Social em Itaituba, contudo, a persistência de alguns fatores desfavorecedores da política no âmbito do CREAS, como: contratação semestral de recursos humanos, ausência de equipamentos essenciais para o desenvolvimento do trabalho social na unidade CREAS (como o telefone e veículo institucionais), ausência de espaço para atendimento em grupos, deficiência na integralidade da rede, deficiência no registro de informação, monitoramento e avaliação comprometem a oferta de serviços, incluindo o PAEFI, em que, dentre os usuários, estão crianças e adolescentes vítimas de abuso sexual. ABSTRACT:This study aims to analyze the implementation of the Public Policy of Social Assistance of the Center of Specialized Reference of Social Assistance - Centro de Referência Especializado de Assistência Social (CREAS) of Itaituba to combat the cases of sexual abuse against children and teenagers. It is about a research of qualitative type, like case study, whose methodological procedures adopted include observations and comparative analysis of information collected about the CREAS (management, organization, work and services), the planning of the policy by the managing body in the municipality, and the internal planning of the “Flor do Sol” CREAS unit, from written documents (such as project and reports) and the interviews with professionals of the equipment. The first part of the analysis is dedicated to the presentation and discussion of the results from six dimensions (planning, infrastructure, equipment and material resources, human resources, service rendered, and evaluation and monitoring) to build comprehension of the reality of the CREAS unit regarding the implementation of the Policy of Social Assistance from the service PAEFI offered to children and teenagers victims of sexual abuse in Itaituba. Posteriorly, we focused on the advances, challenges and projections of the implementation of the policy in the scope of the CREAS, including assistance/follow-up of the CREAS to children and teenagers victims of sexual abuse, as a way of bringing contributions to this so-necessary work. After the analysis, the comprehension reached is that there seems to be more factors that favor the implementation of Policy of Social Assistance in Itaituba, however, the persistence of some unfavorable factors of the policy in the scope of the CREAS, such as: semiannual hiring of human resources, absence of essential equipment to the development of the social work in the CREAS unit (e.g. telephone and institutional vehicle), absence of space to assistance in groups, deficiency in the integrity of the network, deficiency in the information record, monitoring and evaluation compromise the service offer, including the PAEFI, whose, among the users, there are children and teenagers victims of sexual abuse.
