DIREITO À CIDADE, GESTÃO E PARTICIPAÇÃO: uma análise da atuação dos conselhos da cidade de Teresina-PI e Timon-MA

Abstract

RESUMO:Esta pesquisa tem como objeto de estudo os Conselhos da Cidade do Município de Teresina-PI e do Município de Timon-MA, que se tratam das duas maiores cidades da Rede Integrada de Desenvolvimento da Grande Teresina (RIDE-Teresina). Assim, objetiva-se com este trabalho analisar a estrutura e atuação dos Conselhos da Cidade do Município de Teresina-PI e do Município de Timon-MA, como instrumentos que buscam assegurar o Direito à Cidade. O estudo foi realizado através de uma abordagem qualitativa e quantitativa; além disso, utilizou-se o método de análise de conteúdo. A partir da pesquisa foi possível analisar conteúdos, como: leis, decretos, regimentos e atas de reuniões ordinárias e extraordinárias e outros arquivos que serviram como suporte para compreender como foram estruturados os Conselhos e como se deu a representação e participação dentro dos referidos Conselhos. Os resultados da pesquisa indicam que as estruturas dos Conselhos da Cidade foram pensadas e executadas para irem ao encontro do Direito à Cidade. No entanto, na prática não existe um aproveitamento do potencial dos Conselhos na gestão democrática das cidades objeto de estudo, e que ainda existe um longo caminho para que essa participação popular seja realmente efetiva. Além desses fatores, espera-se que este estudo contribua para o fortalecimento de pesquisas que destacam os Conselhos municipais das cidades da Região Nordeste, em especial o Piauí e Maranhão, que apresentam uma carência de aprofundamento científico em termos de dados teóricos e estatísticos, quando diz respeito aos Conselhos gestores. ABSTRACT:This research has as its object of study the City Councils of the Municipality of Teresina-PI and the Municipality of Timon-MA, which are the two largest cities of the Integrated Development Network of Greater Teresina (RIDE-Teresina). Thus, the objective of this work is to analyze the structure and performance of the City Councils of the Municipality of Teresina-PI and the Municipality of Timon-MA, as instruments that seek to ensure the Right to the City. The study was carried out through a qualitative and quantitative approach; In addition, the content analysis method was used. From the research it was possible to analyze: laws, decrees, regulations and minutes of ordinary and extraordinary meetings and other files that served as support to understand how the Councils were structured and how representation and participation within the referred Councils took place. The research results indicate that the structures of the City Councils were designed and implemented to meet the Right to the City. However, in practice there is no use of the potential of the Councils in the democratic management of the cities under study, and that there is still a long way to go for this popular participation to be really effective. Furthermore, it is expected that this study will contribute to the strengthening of research that highlights the Municipal Councils of cities in the Northeast Region of Brazil, especially Piauí and Maranhão, which have a lack of scientific depth in terms of theoretical and statistical data, when concerns the Management Councils.
