A CONTRIBUIÇÃO DAS PARCERIAS-PÚBLICO PRIVADAS PARA IMPLEMENTAÇÃO DAS SMART CITIES NO ESTADO DO PIAUÍ: um estudo comparado

Abstract

RESUMO:Este estudo pretende identificar quais foram os temas mais e menos estudados no que diz respeito ao contexto das Cidades Inteligentes (Smart Cities). Busca, também, apresentar uma possível agenda de pesquisa que contribua com o tema Smart Cities e ajude, de alguma maneira, a preencher as eventuais lacunas encontradas. A pesquisa consistiu na identificação de possíveis fontes para a seleção de artigos científicos relativos às Cidades Inteligentes, seleção e categorização dos artigos selecionados, de acordo com categorias pré- estabelecidas. Após a seleção dos artigos, foram realizadas a análise e a discussão dos resultados. Neste estudo, demonstrou-se que o foco das pesquisas voltadas para Smart Cities tem privilegiado as questões tecnológicas, em detrimento de aspectos políticos, sociais e econômicos. Com a identificação destas lacunas de pesquisa, foi possível sugerir uma agenda de pesquisa que poderá contribuir para o enriquecimento do debate sobre Smart Cities e o uso da tecnologia como meio para melhorar a qualidade de vida nas comunidades, incluir a população social e economicamente, e conectar as Smart Cities ao contexto existente em países emergentes. ABSTRACT:This study aims to understand, through comparison with other states compatible with the reality of Piauí, the role of Public-Private Partnerships for the implementation of Smart Cities in the State of Piauí in order to contribute to its development. As to the methodological aspects, the research used the inductive method with a qualitative research approach, by means of a bibliographical survey. This study was conducted seeking to know the relationship between Public-Private Partnerships and the development of smart cities. Public-Private Partnerships are a key component for a new public management, which comprise the involvement of the private sector in public decision making and in the provision of public services. In the search for improvements in the provision of public services, smart cities are important projects supported in technological issues and their advances, in the construction of a new level of mobility and accessibility in cities, to improve the quality of life in communities, include the population socially and economically and connect Smart Cities to the existing context in emerging countries.
