A ATUAÇÃO DOS BUROCRATAS DE NÍVEL DE RUA NA IMPLEMENTAÇÃO DAS POLÍTICAS PÚBLICAS DE COMPRAS SUSTENTÁVEIS: Uma análise empírica do caso da Universidade Federal do Piauí (2010-2020)

Abstract

RESUMO Diante das preocupações com a busca de garantir o desenvolvimento sustentável, o tema Compras Públicas Sustentáveis (CPS) conquistou o cenário global de debates internacionais, impulsionando a formulação de políticas públicas ambientais nos processos de compras do setor público. Por se tratar do maior contratante no Brasil, o Governo Federal, utilizando-se do seu poder de compra, tem incentivado seus fornecedores a observem critérios ambientais em seus negócios com o setor público, após a publicação da IN MPOG nº 01/2010. Porém, a literatura nacional e internacional demonstra o quão desafiador é cumprir essa missão. Nesse sentido, torna-se imperativo investigar as dificuldades enfrentadas na execução desse instrumento. Dentro desse contexto, o presente trabalho objetiva investigar o processo de implementação das políticas públicas de compras sustentáveis no contexto da Universidade Federal do Piauí (UFPI). Para tanto, foi desenvolvida uma pesquisa de abordagem qualitativa por meio do estudo de caso único, utilizando-se da triangulação de múltiplas fontes de evidências, nomeadamente a pesquisa documental de editais de licitações, as entrevistas com agentes responsáveis por inserir os critérios ambientais das aquisições da instituição e observação não-participante nos setores de recebimento dos bens licitados.A triangulação dos dados foi realizada sob a lente teórica da Burocracia de Nível de Rua de Michael Lipsky, assim, situa o olhar nos contextos de atuação das burocracias de nível de rua, ressaltando o papel exercido por sua discricionariedade.Os achados da pesquisa demonstram que os burocratas responsáveis pela implementação das CPS na UFPI enfrentam diversas barreiras como dificuldades na aplicação da legislação ambiental, falta de capacitação, pouco apoio da Administração Superior e ausência de controle no recebimento dos bens. Como principal contribuição desta pesquisa, identificou-se o acúmulo de atividades exercidas pelos responsáveis pela execução das CPS, tema de desafio recorrente e de interesse mundial.

ABSTRACT In the face of concerns with the quest to guarantee sustainable development, the topic of Sustainable Public Procurement (SPP) has conquered the global scenario of international debates, driving the formulation of environmental public policies in public sector procurement processes. As it is the largest contractor in Brazil, the Federal Government, using its purchasing power, has encouraged its suppliers to observe environmental criteria in their dealings with the public sector, after the publication of IN MPOG nº 01/2010. However, national and international literature demonstrates how challenging it is to fulfill this mission. In this sense, it is imperative to investigate the difficulties faced in implementing this instrument. Within this context, this paper aims to investigate the process of implementing public policies for sustainable procurement in the context of the Federal University of Piauí (UFPI). To this end, a qualitative research was developed through a single case study, using the triangulation of multiple sources of evidence, namely the documentary research of bidding documents, interviews with agents responsible for inserting the environmental criteria of the acquisitions. of the institution and non-participant observation in the sectors of receipt of the bid goods. The data triangulation was carried out under the theoretical lens of Michael Lipsky's Street Level Bureaucracy, thus placing the eye in the context of the performance of street level bureaucracies, emphasizing the role played by their discretion. The research findings show that the bureaucrats responsible for implementing SPP at UFPI face several barriers, such as difficulties in the application of environmental legislation, lack of training, little support from the Superior Administration and lack of control in receiving the goods. As the main contribution of this research, the accumulation of activities carried out by those responsible for the execution of SPP was identified, a topic of recurring challenge and of global interest.
