ACCOUNTABILITY HORIZONTAL: análise das práticas de governança pública da Universidade Federal do Piauí (UFPI)

Abstract

RESUMO Na Era do Pós-New Public Management, a temática Governança Pública tem se destacado no campo da Administração Pública, assim como em outras áreas das ciências sociais. O Tribunal de Contas da União (TCU) foi o protagonista na abordagem e orientação do tema no âmbito das organizações da Administração Pública Federal (APF) Brasileira. A partir da necessidade de modernização da APF, o Ministério do Planejamento e a CGU publicaram a Instrução Normativa Conjunta MP/CGU n. 1/2016, que trata de controles internos, gestão de riscos e governança no âmbito do Poder Executivo Federal e o Governo Federal publicou o Decreto n. 9.203/2017, que dá o direcionamento das boas práticas a serem seguidas pelas organizações da APF direta, autárquica e fundacional. Diante do aporte de conhecimento e de normas criadas para a aplicação de práticas de boa governança no país tornou-se importante e necessário que as instituições adotassem tais práticas de acordo com suas especificidades. Em face dessa conjuntura, nesse estudo foram analisadas as práticas de governança pública no âmbito da Universidade Federal do Piauí (UFPI), no intuito de compreender o nível de maturidade em governança pública desta Instituição Federal de Ensino Superior (IFES) com base nos levantamentos realizados pelo TCU no ano de 2017 e 2018. Metodologicamente, constituiu um estudo descritivo, a partir de um estudo de caso, utilizando uma abordagem qualitativa. Concluiu-se que os Índices de Governança Pública (iGovPubs) da UFPI avaliados pelo TCU indicaram que não houve uma evolução considerável na política de governança da IFES no período analisado, todavia, estima-se que para os próximos levantamentos a UFPI alcance níveis melhores de governança, especialmente, no mecanismo estratégia.

ABSTRACT In the Post-New Public Management Era, the theme Public Governance has stood out in the field of Public Administration, as well as in other areas of social sciences. The Federal Court of Auditors (TCU) was the protagonist in the approach and orientation of the theme within the organizations of the Brazilian Federal Public Administration (APF). Based on the need to modernize the APF, the Ministry of Planning and the CGU published Joint Normative Instruction MP/CGU n. 1/2016, which deals with internal controls, risk management and governance within the federal executive branch and the Federal Government published Decree n. 9.203/2017, which gives the direction of good practices to be followed by direct, local and foundational APF organizations. Given the contribution of knowledge and standards created for the application of good governance practices in the country, it became important and necessary for institutions to adopt such practices according to their specificities. In view of this situation, this study analyzed the practices of public governance within the Federal University of Piauí (UFPI), in order to understand the level of maturity in public governance of this Federal Institution of Higher Education (IFES) based on the surveys conducted by the TCU in 2017 and 2018. Methodologically, it constituted a descriptive study, based on a case study, using a qualitative approach. It was concluded that the Public Governance Indexes (iGovPubs) of the UFPI evaluated by the TCU indicated that there was no considerable evolution in IFES governance policy in the period analyzed, however, it is estimated that for the next surveys the UFPI achieves better levels of governance, especially in the strategy mechanism.
