O PAPEL EXERCIDO PELA CORREGEDORIA GERAL DA JUSTIÇA DO ESTADO DO PIAUÍ NO CONTROLE DA PRESTAÇÃO JURISDICIONAL: a visão interna

Abstract

RESUMO: A Corregedoria Geral da Justiça, um importante órgão no âmbito do Poder Judiciário, foi criado com a finalidade de promover e disciplinar as ações no interior das instituições públicas sob o emblema do controle, orientação, acompanhamento, correição, normatização e fiscalização. Neste contexto, a pesquisa em tela está voltada para a análise do controle da prestação jurisdicional, no âmbito do Poder Judiciário e tem como campo de estudo a Corregedoria Geral de Justiça do Estado Piauí. Dessa forma, esta dissertação tem como objetivo principal avaliar o papel exercido pela Corregedoria Geral da Justiça do Estado do Piauí no Controle da Prestação Jurisdicional: a visão interna. Para alcançar tal objetivo, utilizou-se abordagem metodológica qualiquantitativa, pesquisa descritiva e aplicada, realização do estudo bibliográfico, análise documental e estudo de caso com aplicação de entrevistas semiestruturadas e questionários com perguntas fechadas. A partir de uma análise da visão interna do sistema, foi possível realizar um diagnóstico sobre a atuação da CGJ-PI no controle da prestação jurisdicional, no qual em todos os aspectos apontados na pesquisa foi bastante otimista e favorável à ação de modernização e controle. No entanto, esses aspectos abordados não captam uma visão externa de quem utiliza esse sistema. Dessa maneira, é necessário expandir os estudos para compreender a percepção da sociedade quanto à eficiência, à celeridade da prestação jurisdicional e se ampliação do acesso à justiça atendeu, de fato, a sociedade como um todo.

ABSTRACT: The General Inspector General Office of Justice, an important body within the Judiciary, was created with the purpose of promoting and disciplining the actions within public institutions under the emblem of control, guidance, monitoring, correction, regulation and supervision. In this context, the research in question is focused on the analysis of the control of the jurisdictional provision, in the scope of the Judiciary, and its field of study is the Corregedoria Geral de Justiça do Estado Piauí. The general objective of this study is to evaluate the role played by the Inspector General's Office of the Justice of the State of Piauí in the Control of Jurisdictional Rendering: the internal view. To reach this goal, a qualitative-quantitative methodological approach was used, a descriptive and applied research, a bibliographical study, a document analysis and a case study with semi-structured interviews and questionnaires with closed questions. From an analysis of the internal view of the system, it was possible to make a diagnosis about the performance of the CGJ-PI in the control of the jurisdictional provision, in which in all aspects pointed out in the research was very optimistic and favorable to the action of modernization and control. However, these aspects addressed do not capture the external view of those who use this system. Thus, it is necessary to expand the studies in order to understand society's perception of the efficiency and speed of judicial provision and whether the expansion of access to justice has in fact served society as a whole.
