GESTÃO PÚBLICA, DESENVOLVIMENTO SOCIOECONÔMICO SUSTENTÁVEL E AS ENERGIAS RENOVÁVEIS NO LITORAL DO PIAUÍ

Abstract

RESUMO: Este estudo analisa ações da Gestão Pública, desenvolvimento socioeconômico sustentável no estado do Piauí e as energias renováveis implantadas, mais precisamente na planície litorânea. Para isso, foi realizada uma pesquisa literária, em publicações nacionais e internacionais, a fim de conhecer a implantação e a produção das energias: eólica e fotovoltaica - energias renováveis em maior desenvolvimento no estado do Piauí. A produção de energia eólica foi inserida no estado em 2010 e configura o Piauí como o terceiro produtor de energia no território nacional. A geração de energia elétrica fotovoltaica teve seu histórico de implantação há mais de 20 anos, e visa atenuar a emissão de gases de efeito estufa e reduzir a concentração de CO2 durante sua operação, quando comparada a outras fontes. Para esta pesquisa, tem-se como norte analisar as ações dos gestores públicos, o desenvolvimento socioeconômico sustentável e a implantação das energias renováveis no litoral do Piauí. Especificamente, investigar como o Estado e empresas impactam a realidade das comunidades no litoral do Piauí; e verificar como a implantação dessas novas fontes de energia interfere no desenvolvimento socioeconômico sustentável no território da planície litorânea. A metodologia da dissertação foi aplicada por meio de pesquisa bibliográfica ou documental, com caráter qualitativo, à luz de obras de política pública, de ciência política, de direito ambiental, sustentabilidade, com destaque para a bibliografia sobre a cultura e a economia piauiense. O foco da pesquisa também será uma análise das transformações ocorridas no desenvolvimento econômico e sustentável, além de impactos encontrados, com a advento das energias renováveis no litoral do estado do Piauí.

ABSTRACT: This study analyzes Public Management actions, sustainable socioeconomic development in the State of Piauí and renewable energies implemented more precisely in the coastal plain. For this, a literary research was carried out, in national and international publications, to know the implementation and production of energies: wind and photovoltaic - renewable energies in greater development in the state of Piauí. The production of wind energy has been inserted in the state since 2010 and makes Piauí the third energy producer in the national territory. The generation of photovoltaic electric energy, had its history of implantation for more than 20 years, where it aims to attenuate the emission of greenhouse gases and reduce the concentra- tion of CO2 during its operation when compared to other sources. For this research, the aim is to analyze the actions of public managers, sustainable socioeconomic development and the implementation of renewable energy on the coast of Piauí. Specifically, to investigate how the State and companies impact the reality of communities on the coast of Piauí; and to verify how the implantation of these new energy sources interferes in the sustainable socioeconomic development in the coastal plain territory. The dissertation methodology was applied through bibliographical or documentary research, with a qualitative character, in the light of works of public policy, political science, environmental law, sustainability, with emphasis on the bibli- ography on the culture and economy of Piauí. The research photo will also be an analysis of the changes that have taken place in economic and sustainable development, in addition to the impacts found, with the advent of renewable energy on the coast of the State of Piauí.
