O TRABALHO DO ASSISTENTE SOCIAL NA MÉDIA COMPLEXIDADE NO CAMPO DA SAÚDE DO MUNICÍPIO DE TIMON (MA): avanços e desafios da e na profissão

Abstract

RESUMO: O estudo teve como objetivo compreender o trabalho do assistente social em instituições de saúde de Média Complexidade no âmbito dos serviços do Sistema Único de Saúde (SUS) no município de Timon (MA). Indagou-se sobre as diversas possibilidades e desafios no exercício profissional do assistente social nos serviços de saúde, enfatizando-se o trabalho que esses profissionais empreendem tanto na Média Complexidade quanto nas interfaces entre esse nível e os demais níveis de complexidade no campo da saúde. A pesquisa de natureza qualitativa envolveu cinco instituições de saúde de Média Complexidade do município de Timon-MA, tendo contado com a participação de cinco assistentessociais que intervém nesse nível de complexidade no SUS no município. Na pesquisa de campo, as narrativas nos grupos focais e discussão em grupo de assistentes sociais se constituíram em fonte empírica principal e as respostas aos questionários, em fonte de informação complementar e específica. Utilizou-se pesquisa bibliográfica, documental e informações do IBGE, CNES, DATASUS, SAGI, SVS, IDSUS, Plano Municipal de Saúde, Relatórios de Gestão da Saúde e normativas referentes à área da saúde. Privilegiou-se a palavra pela qualas narrativas nos grupos se constituíram depoimentos no sentido utilizado por Queiroz foramconsiderados testemunhos para analisar o trabalho do assistente social e a relação e a articulação de seu trabalho no campo da saúde de Média Complexidade e a interface com os demais níveis de Atenção à Saúde no SUS. Essa relação e articulação foram apreendidas nesse espaço específico – de cuidado à saúde – onde estão em tensão diversas temporalidades e valores. O estudo revelou que o trabalho do assistente social nesse nível de complexidade, está profundamente marcado pela dinâmica de tentar produzir acessos e fluxos mais resolutivos no atendimento na Rede com vistas a imprimir dinamicidade aos processos de fruição do direito à atenção a saúde na esfera do SUS. Contudo esse trabalho está marcado de forma inequívoca por obstáculos presentes na dinâmica da Rede da Média Complexidade, devido às dificuldades de acesso que geram “gargalos” entre os Serviços da Média e da Alta Complexidade da Rede de Atenção à Saúde no Município. Em síntese assinalam a existência de descontinuidades enfrentadas diariamente pelo trabalho desse profissional na interface com otrabalho coletivo nessa Rede. No contexto investigado, as assistentes sociais, demonstraram que a potência do seu trabalho na saúde está marcada pelo diálogo e pela escuta do usuário, pelo acolhimento visando a humanização do atendimento e a busca da fruição do acesso mediadas por densos processos de encaminhamentos à Rede de Atenção à Saúde e para a Rede Socioassistencial, assinalam com ênfase o seu trabalho diário na defesa da vida e da cidadania. O estudo revelou que urge que se reconfigure a dinâmica nas redes de atenção de Média Complexidade, imprimindo movimento e linhas de cuidados compatíveis com as necessidades de atenção à saúde e que se reproponha a centralidade do direito à saúde e a vida nos marcos da política de Saúde local e regional. ABSTRACT: The study aimed to understand the work of the social worker in health institutions of Medium Complexity within the services of Sistema Único de Saúde (SUS) in the city of Timon (MA). We asked about the various possibilities and challenges in the professional practice of social workers in health services, emphasizing the work that these professionals undertake both in Medium Complexity and in the interfaces between this level and the other levels of complexity in the health field. The qualitative research involved five Medium Complexity health institutions in the city of Timon-MA, and had the participation of five social workers who intervene at this level of complexity in the SUS in the city. In the field research, the narratives in the focus groups of social workers were the main empirical source and the answers to the questionnaires were a complementary and specificsource of information. We used bibliographic, documentary and information research from IBGE, CNES, DATASUS, SAGI, SVS, IDSUS, Plano Municipal de Saúde, Relatórios de Gestão da Saúde and health regulations. We favored the word by which the narratives in thegroups constituted statements in the sense used by Queiroz were considered testimonies to analyze the work of the social worker and the relationship and articulation of his or her workin the field of Medium Complexity health and the interface with other levels of Atenção à Saúde in SUS. This relationship and articulation were apprehended in this specificspace – health care – where various temporalities and values are in tension. The study revealed that the work of the social worker at this level of complexity is deeply marked by the dynamics of trying to produce more resolute access and care flows in the Network with a view to giving dynamics to the processes of fruition of the right to health care in the SUS sphere. However, this work is unequivocally marked by obstacles present in the dynamics of the Medium Complexity Network due to the difficulties of access that generate “bottlenecks” between the Medium and High Complexity Services of the Municipal Attention Care Network. In summary, they indicate the existence of discontinuities faced daily by the work of this professional in the interfaces with the collective work in this Network. In the context investigated, the social workers showed that the power of their work in health is markedby dialogue and listening to the user, by the reception aiming at the humanization of care and the pursuit of fruition of access mediated by dense referral processes to Rede de Atenção à Saúde and to Rede Socioassistencial, emphasizing their daily work in defense of life and citizenship. The studies revealed that the dynamics of Medium Complexity care networks need to be reconfigured, providing movement and care linescompatible with the needs of health care and that the centrality of the right to health and life within the frameworkof local and regional health policy is re-established.
