A BUSCA PELO DESENVOLVIMENTO SOB A ÉGIDE DA GESTÃO: O CASO DA FERROVIA TRANSNORDESTINA

Abstract

RESUMO: A construção da Ferrovia Transnordestina é o empreendimento voltado para o desenvolvimento regional mais ambicioso da história do Brasil. Teve suas obras iniciadas no ano de 2007, financiada em sua maioria por recursos Federais, com objetivo de ligar o Porto de Pecém, no Ceará, ao Porto de Suape, em Pernambuco, percorrendo ainda o Cerrado do Piauí, no município de Eliseu Martins, totalizando 1.728 km de estrada de ferro. Ocorre que, até o presente ano, as obras encontramse paralisadas e com aporte de recursos suspenso por decisão do Tribunal de Contas da União. Portanto, indaga-se: Enquanto projeto voltado ao desenvolvimento regional, quais entraves frustraram a execução e conclusão do projeto da ferrovia Transnordestina? Para responder esse problema serão usados como base doutrinária, os autores que dissertam acerca das teorias do desenvolvimento regional, tais como: Rostow, Schumpeter, Celso Furtado, entre outros. Como base documental os relatórios, balanços e acórdãos ligados ao referido projeto, além de artigos científicos e reportagens. O presente trabalho analisou, através de uma visão macro, o planejamento e execução da ferrovia Transnordestina, identificando as falhas do projeto. A hipótese apresentada, a qual defende que os desequilíbrios procedimentais foram causados pela má gestão e governança, confirmou-se por meio da análise do acórdão 67/2017 do Tribunal de Contas da União acerca o projeto da Transnordestina, em conjunto à seus relatórios de fiscalização 218/2014 e 021.573/2016-6; os relatórios anuais da Agência Nacional de Transporte Terrestre e Balanços do PAC referentes à Transnordestina, do período 2007/2018, os quais confirmaram a existência de desequilíbrio econômico-financeiro desde o início das obras, aliada à má fiscalização pelas agências responsáveis. SUMMARY The construction of the Transnordestina Railway is the most ambitious regional development venture in the history of Brazil. Its works began in 2007, mostly financed by Federal funds, with the purpose of linking the Port of Pecém, Ceará, to the Port of Suape, Pernambuco, and also crossing the Cerrado of Piauí, in the municipality of Eliseu Martins, totaling 1,728 km of railway. Until this year, the works have been paralyzed and with funding suspended by decision of the Federal Court of Auditors. Therefore, the question is: As a project focused on regional development, which obstacles frustrated the execution and conclusion of the project? Transnordestina railway project? To answer this problem will be used as a doctrinal basis, the authors who talk about theories of regional development, such as: Rostow, Schumpeter, Celso Furtado, among others. As documentary base the reports, balance sheets and judgments related to the referred project, as well as scientific articles and reports. The present work analyzed, through a macro view, the planning and execution of the Transnordestina railway, identifying the project failures. The hypothesis presented, which argues that the procedural imbalances were caused by mismanagement and governance, was confirmed through the analysis of the judgment of the Court of Auditors of the Federal Government of Brazil regarding the Transnordestina project, together with its audit reports. 218/2014 and 021,573 / 2016-6; the annual reports of the Transnordestina National Land Transportation Agency and PAC Balance Sheet for the period 2007/2018, which confirmed the existence of economic-financial imbalance since the beginning of the works, coupled with poor supervision by the responsible agencies.
