ENSINO SUPERIOR EM INSTITUIÇÕES PÚBLICAS DO ESTADO DO PIAUÍ: expansão e interiorização no território do Vale do Canindé.

Abstract

RESUMO: A educação, em especial o ensino superior, tem papel essencial no desenvolvimento socioeconômico e cultural dos países e, como tal, tem sido objeto de diversos estudos. Seu desenvolvimento gera conhecimentos filosóficos e técnico-científicos para o avanço social, político, econômico e cultural. Nesse contexto, esta dissertação analisa os resultados do processo de expansão e interiorização do ensino superior na Universidade Estadual do Piauí – UESPI e na Universidade Aberta do Brasil – UAB, no Território do Vale do Canindé. Buscase responder às seguintes questões: quais os resultados da política de expansão e interiorização do ensino superior, através da Universidade Estadual do Piauí e da Universidade Aberta do Brasil, no Território do Vale do Canindé - PI, no período entre 2000 e 2019? quais os resultados alcançados? Nesse sentido, esta pesquisa objetiva apresentar a política de interiorização e de expansão do ensino superior no Estado do Piauí, enfatizando a implantação, a estrutura organizacional e a evolução na oferta de vagas e cursos superiores presentes no território; analisar os resultados da oferta de vagas nos cursos da UESPI e da UAB no que se refere ao quantitativo de ingressantes versus número de egressos no território do Vale do Canindé; e identificar percepções dos gestores públicos da educação acerca dos avanços e dos limites do processo de expansão e implementação do ensino superior nesse território, bem como sua contribuição no desenvolvimento da região. Trata-se de uma pesquisa descritiva e analítica, com abordagem qualitativa. O ensino superior no Território do Vale do Canindé iniciou-se com a criação do Campus da UESPI “Professor Possidônio Queiroz” no ano de 2000 e com a primeira oferta de cursos presenciais regulares no ano de 2001. Os resultados da pesquisa apontam avanços na expansão e interiorização do ensino superior no território, no entanto, foram diagnosticadas fragilidades: espaço físico inadequado; estrutura física precária; número de professores reduzidos; falta de incentivo e apoio institucional e escassez de investimentos financeiros. Espera-se que este estudo contribua com o planejamento de ações e políticas públicas de ensino superior no território estudado. ABSTRACT: Education, especially higher education, plays an essential role in the socioeconomic and cultural development of countries and, as such, has been the subject of several studies. Its development generates philosophical and technical-scientific knowledge for social, political, economic and cultural advancement.This dissertation analyzes the results of the process of expansion and interiorization of higher education at the State University of Piauí and Open University of Brazil, in the Territory of the Canindé Valley. The following questionis sought: which are the results of the policy of expansion and interiorization of higher education, through the State University of Piauí and the Open University of Brazil, in the Territory of the Canindé Valley - PI, in the period between 2000 and 2019? What results are achieved? In this sense, this research aims to present the policy of internalization and expansion of higher education in the State of Piauí, emphasizing the implementation, organizational structure and evolution in the offer of vacancies and higher courses present in the territory; analyze the results of the offer of vacancies in the UESPI and UAB bears regarding the number of entering versus number of graduates in the territory of the Canindé Valley; and identify perceptions of public education managers about the progress and limitations of the process of expansion and implementation of higher education in this territory, as well as their contribution to the development of the region. This is a descriptive and analytical research, with a qualitative approach. Higher education in the Canindé Valley Territory began with the creation of the Campus of UESPI "Professor Possidônio Queiroz" in 2000 and with the first offer of regular face-to-face courses in 2001. The results of the research indicate advances in the expansion and interiorization of higher education in the territory, however, weaknesses were diagnosed: inadequate physical space; poor physical structure; number of reduced teachers; lack of incentive and institutional support and scarcity of financial investments. It is expected that this study will contribute to the planning of public higher education actions and policies in the territory studied.
