A CIDADE DE ALTOS – PI: sustentabilidade, expansão e tendências espaciais urbanas

Abstract

RESUMO: A principal característica da área de estudo se refere à ampliação do urbano, quando novos espaços vão sendo incorporados, o que muitas vezes resulta na expansão e na alteração da estrutura. Nesta pesquisa se buscou diagnosticar as principais características do processo de urbanização e evolução da mancha urbana, de maneira a contribuir com a compreensão da expansão e do desenvolvimento do processo de urbanização no município. O desenvolvimento desta pesquisa possui relevância social, ambiental e na formulação de políticas públicas no município de Altos. É possível colocar que o município de Altos se trata de uma “cidade pequena”, ligada à capital do estado, e que serve de centralidade para outros municípios vizinhos. Desta forma, o objetivo geral da pesquisa consiste em analisar o processo de sustentabilidade urbana e ambiental da cidade de Altos, tendo em vista o processo de ocupação territorial e as transformações resultantes da dinâmica urbana, bem como da dimensão ambiental. E como objetivos específicos: compreender os arranjos político - institucionais, a sustentabilidade, o desenvolvimento sustentável e as tendências espaciais; Reconhecer o espaço urbano de Altos e a inserção do município no contexto da região e do estado, ressaltando o histórico e formação territorial recente; Analisar as políticas públicas municipais voltadas para o espaço urbano e para a questão ambiental; Conhecer as tendências espaciais recentes e as implicações socioambientais. A metodologia da pesquisa desenvolvida, com base em Prodanov (2013), é do tipo aplicado, qualitativo, tendo caráter descritivo-explicativo. Ainda referente à pesquisa, foi desenvolvida uma setorização da área de estudo para análise dos processos de transformação espacial e para ilustração dos resultados a cerca da expansão urbana na área de estudo, foram analisadas 04 (quatro) imagens de satélites obtidas gratuitamente junto à base de dados do Global Visualization Viewer (GLOVIS/USGS) e do Copernicus dentro do Google Earth Engine. Foi identificado que os eixos localizados na BR 343 estão se expandindo e os setores além de expandir, estão se adensando, com redução de vazios urbanos, também que o direcionamento de ocupação é distinto do Plano Diretor. Quanto aos aspectos de gestão, como o município de Altos já possui implementação de gestão e licenciamento ambiental, bem como a legislação urbanística que existe desde 2007, deve-se fortalecer a gestão ambiental e urbana do município, com o intuito de sanar dificuldades da gestão pública. Isto envolve olhar para pontos que precisam ser reformulados, removidos ou fortalecidos e este trabalho é uma abertura de primeiro diálogo para estes fins. ABSTRACT: The main characteristic of the study area refers to the expansion of the urban area, when new spaces are being incorporated, which often results in the expansion and alteration of the structure. This research sought to diagnose the main characteristics of the urbanization process and the evolution of the urban area, in order to contribute to the understanding of the expansion and development of the urbanization process in the municipality. The development of this research has social and environmental relevance and in the formulation of public policies in the municipality of Altos. It is possible to state that the municipality of Altos is a “small city”, linked to the state capital, and that serves as a centrality for other neighboring municipalities. Thus, the general objective of the research is to analyze the process of urban and environmental sustainability in the city of Altos, in view of the process of territorial occupation and the changes resulting from urban dynamics, as well as the environmental dimension. And as specific objectives: to understand the political - institutional arrangements, sustainability, sustainable development and spatial trends; Recognize the urban space of Altos and the insertion of the municipality in the context of the region and the state, highlighting the history and recent territorial formation; Analyze municipal public policies focused on urban space and the environmental issue; To know the recent spatial trends and the socio-environmental implications. The research methodology developed, based on Prodanov (2013), is of the applied, qualitative type, having a descriptive-explanatory character. Still referring to the research, a sectorization of the study area was developed to analyze the processes of spatial transformation and to illustrate the results about urban expansion in the study area, 04 (four) satellite images obtained free from the database were analyzed. Global Visualization Viewer (GLOVIS / USGS) and Copernicus data within Google Earth Engine. It was identified that the axes located on BR 343 are expanding and the sectors, in addition to expanding, are becoming denser, with a reduction in urban voids, also that the occupation direction is different from the Master Plan. As for management aspects, as the municipality of Altos already has implementation of environmental management and licensing, as well as urban planning legislation that has existed since 2007, the environmental and urban management of the municipality should be strengthened, in order to remedy management difficulties public. This involves looking at points that need to be reformulated, removed or strengthened and this work is an opening for a first dialogue for these purposes.
