PARTICIPAÇÃO POLÍTICA E REPRESENTAÇÃO NO CONSELHO MUNICIPAL DE DEFESA DOS DIREITOS DA PESSOA COM DEFICIÊNCIA DE TERESINA-PI (CONADE-TE): a presença política de pessoas com deficiência nesse espaço de poder

Abstract

RESUMO:Essa dissertação tem como tema a participação política de pessoas com deficiência e a representação desse grupo no Conselho Municipal de Defesa dos Direitos da Pessoa com Deficiência da cidade de Teresina-PI. Tem-se como objetivo investigar a presença da pessoa com deficiência como conselheira nessa Instituição Participativa e o perfil dos seis conselheiros titulares representantes da sociedade civil, apurando quais marcadores sociais da diferença estão presentes na participação. Os dados foram coletados a partir da execução de entrevistas em profundidade, bem como da análise da legislação e da ata de eleição do Conselho. Os resultados mostram que as pessoas com deficiência ocupam apenas um terço das cadeiras titulares destinadas aos representantes da sociedade civil e que isso ocorre em razão das indicações feitas pelas próprias entidades eleitas, não existindo normatizações que impeçam ou incentivem a nomeação dessas pessoas. Quatro das cadeiras são ocupadas por pessoas que não possuem deficiência e que são escolhidas, também, pelas entidades integrantes. Os representantes entendem que é fundamental a presença da pessoa com deficiência na Instituição Participativa e que a ligação de pessoas que não possuem deficiência se dá em virtude da aproximação familiar. Quanto ao perfil dos conselheiros titulares, ficou demonstrado que dois terços percebem remuneração mensal de até dois salários, possuem nível superior e são constituídos por dois terços de mulheres negras, o que contraria o perfil demonstrado pela literatura que aponta os representantes como autodeclarados brancos e com maior poder aquisitivo. ABSTRACT:This dissertation focuses on the political participation of people with disabilities and the representation of this group in the Municipal Council for the Defense of the Rights of Persons with Disabilities in the city of Teresina-PI. The objective is to investigate the presence of persons with disabilities as counselors in this Participatory Institution and the profile of the six titular councilors representing civil society, ascertaining which social markers of difference are present in the participation. The data were collected from the execution of in-depth interviews, as well as from the analysis of the legislation and the election minutes of the Council. The results show that people with disabilities occupy only a third of the seats held for representatives of civil society and that this occurs due to nominations made by the elected entities themselves, and there are no regulations that prevent or encourage the appointment of such persons. Four of the seats are occupied by people who are not disabled and who are also chosen by the members. The representatives understand that it is fundamental the presence of the person with disability in the Participatory Institution and that the connection of people who do not have disabilities is due to the family approach. As for the profile of the Council members, it was shown that two-thirds receive monthly salaries of up to two minimum wages, have a higher education, and are composed of two-thirds of black women,what tells the literature about the profile which points the sekf declared whites representative and with major purchasing power.
