A REPRESENTAÇÃO POLÍTICA DAS MULHERES BRASILEIRAS NA CÂMARA DOS DEPUTADOS: UMA ANÁLISE DA ATUAÇÃO DAS DEPUTADAS FEDERAIS NA 54ª LEGISLATURA (2011- 2015)

Abstract

RESUMO:Esta pesquisa tem por objetivo analisar a atuação política das deputadas federais brasileiras na inserção de pautas de interesse das mulheres na Câmara dos Deputados durante a 54ª legislatura (2011-2015). Parte da premissa que a democracia representativa liberal tem falhado em sua missão de representar todos os cidadãos de maneira igualitária e de promover justiça, e que no Brasil a persistência da sub-representação das mulheres no parlamento tem levado a que os interesses políticos das mulheres, enquanto grupo social, não sejam devidamente considerados na arena parlamentar brasileira. A hipótese aventada é que as deputadas federais eleitas para a 54ª legislatura, embora com dificuldades para ocupar os espaços decisórios em razão da condição de sub-representação, atuaram buscando responder às demandas das mulheres, veiculando seus interesses e ampliando a agenda política da Câmara dos Deputados de modo a realizar uma representação substantiva das mulheres brasileiras. Os dados coletados se referiram à presença das mulheres deputadas na estrutura de poder da Câmara dos Deputados, suas proposições legislativas individuais e suas ações enquanto bancada. Os resultados mostram um avanço político importante na disputa interna pela estrutura de poder ao garantir a oficialização da Bancada Feminina, com assento no Colégio de Líderes; tanto na atuação individual quanto coletivamente, através da Bancada, houve predominância de proposições que se direcionam para temas sociais e que se relacionam a cuidados, presentes no imaginário coletivo como sendo próprio do mundo feminino e reproduzindo, de certa maneira, a divisão sexual do trabalho. Quanto à atuação especificamente voltada para uma pauta feminista, foi dada visibilidade à questão da violência contra a mulher e à participação das mulheres na política, sendo que não foram pautados temas polêmicos, como o aborto.

ABSTRACT:This research aims to analyze the political actuation of female federal deputies in the insertion of women's interest topics at the Deputies' Chamber during 54ª legislature (2011 – 2015). Part of the premise that the liberal representative democracy has failed on its mission to represent all citizens in a egalitarian manner and to promote justice, and that in Brazil the persistance of women’s under-representation in the parliament has led to which the political interests of the women, as a social group, are unduly considered in the brazilian political arena. The suggested hypothesis is that the female federal deputies elected for the 54ª legislature, although with difficulties to occupy the decision space due to the condition of underrepresentation, acted in a way to response to the women's demands, spreading their interests and expanding the political agenda of the Chamber of Deputies in order to perform an substantive representation of the brazilian women. The collected data were referred to the presence of the female deputies in the power structure of the Chamber of Deputies, their individual legislative propositions and their action as bench. The results show an important political advance in the internal dispute for the power structure by ensuring the officialization of the Women's Bench, with a seat in the College of Leaders; both in the individual and collective actuations, through the Bench, there was predominance of propositions directed for social themes and that are related to careful, present in the coletive imaginary as being proper of the female world and reproducing, in a certain way, the sexual division of the work. as to the actuation specifically focused on a feminist agenda, was given visibility to the question of violence against woman and women's participation in politics, controversial themes, like abortion, were not treated.
