O PROGRAMA NACIONAL DE TECNOLOGIA EDUCACIONAL (ProInfo): uma análise da implementação do ProInfo como política pública nas escolas municipais de Teresina-PI (2015 - 2018)

Abstract

RESUMO: A presente tese analisou, no período compreendido entre 2015 a 2018, a implementação do Programa Nacional de Tecnologia Educacional - ProInfo, no Município de Teresina, o qual visa inserir tecnologias no ambiente escolar e usá-las no processo de ensino e aprendizagem. Adotou-se, uma abordagem tanto quantitativa quanto qualitativa. A abordagem qualitativa buscou a compreensão das atitudes, crenças, motivações, sentimentos e pensamentos da população estudada. Os procedimentos técnico-instrumentais adotados foram a pesquisas bibliográfica, eletrônica, documental, além de entrevista com sujeitos e a observação. O objetivo geral foi analisar a implementação do Proinfo, já os objetivos específicos se detiveram em investigar a engenharia institucional e organizacional montada para efetivar a implementação do ProInfo no Município de Teresina-PI, os atributos institucionais e estruturais que o influenciaram na decisão de assumir a política pública do ProInfo, bem como os fatores favorecedores ou impeditivos da correta implementação do Programa. Conclui-se, conforme análise dos dados obtidos na pesquisa, que o processo de implementação do ProInfo, como política pública nas escolas municipais de Teresina-PI, apresenta problemas que afetam diretamente esse processo de implementação. Isto porque se diagnosticou que o Núcleo de Tecnologia Educacional, ao longo dos anos, diminuiu, significativamente, sua atuação frente ao ProInfo; a infraestrutura dos laboratórios do Programa, nas escolas municipais de Teresina, tanto não foram ampliadas como as já existentes não foram mantidas. Verificou-se que existem muitas fragilidades na capacidade fiscal, econômica e administrativa do Município que o impedem de implementar, de forma satisfatória, o ProInfo; que os sujeitos envolvidos nessa política pública precisam se aproximar e conhecê-la; que é preciso haver avaliações do ProInfo em Teresina para adequações na sua implementação. Acredita-se que os resultados desta pesquisa podem indicar caminhos a serem seguidos ou observados na adoção de medidas para solução das deficiências, não apenas do ProInfo no município de Teresina, mas de outras políticas públicas que o município venha a aderir tendo como foco o uso da tecnologia nas escolas públicas.

ABSTRACT:The present thesis analyzed the implementation of the National Program of Educational Technology - ProInfo, in the Municipality of Teresina, between 2015 and 2018, which aims to insert technologies in the school environment and use them in the teaching and learning process. Both quantitative and qualitative approaches were adopted. The qualitative approach sought to understand the attitudes, beliefs, motivations, feelings and thoughts of the studied population. The technical-instrumental procedures adopted were bibliographical, electronic, documentary, as well as interview with subjects and observation. The general objective was to analyze the implementation of Proinfo, since the specific objectives were to investigate the institutional and organizational engineering set up to carry out the implementation of ProInfo in the Municipality of Teresina-PI, the institutional and structural attributes that influenced it in the decision to take over public policy of ProInfo, as well as the factors that favor or impede the correct implementation of the Program. It is concluded, according to the analysis of the data obtained in the research, that the process of implementation of ProInfo, as public policy in the municipal schools of Teresina-PI, presents problems that directly affect this implementation process. This is because it was diagnosed that the Nucleus of Educational Technology, over the years, significantly decreased its performance against ProInfo; the infrastructure of the laboratories of the Program, in the municipal schools of Teresina, both were not expanded as the existing ones were not maintained. It was verified that there are many weaknesses in the fiscal, economic and administrative capacity of the Municipality that prevent it from satisfactorily implementing ProInfo; that the subjects involved in this public policy need to approach and to know it; that there needs to be evaluations of ProInfo in Teresina for adjustments in its implementation. It is believed that the results of this research can indicate the paths to be followed or observed in the adoption of measures to solve the deficiencies, not only of ProInfo in the municipality of Teresina, but of other public policies that the municipality will adhere to, focusing on the use of technology in public schools.
