O PROGRAMA DE REABILITAÇÃO PROFISSIONAL DO INSS EM TERESINA/ PI: possibilidades e limites na reinserção laborativa

Abstract

RESUMO:As transformações estruturais no sistema capitalista e no mundo do trabalho ocasionaram a flexibilização das relações trabalhistas, cortes nos investimentos sociais e na desregulamentação das legislações protetivas do trabalhador, no âmbito trabalhista e previdenciário. Neste contexto, o alto índice de afastamentos do trabalho é um problema de saúde coletiva implicando num alto custo econômico e social. Nessa direção, o Programa de Reabilitação Profissional constitui-se em resposta estatal aos agravos que acometem à saúde dos trabalhadores e vem sendo executado e constitui-se em um serviço prestado em parceria com instituições e empresas do mercado. A Reabilitação Profissional desenvolvida pelo Instituto Nacional do Seguro Social – INSS vem enfrentando as tensões das reformas nessa política, do crescimento de profissionais com adoecimento e das dificuldades de reinserção profissional. Esse programa, e sua operacionalização em Teresina-PI constituiu o objeto da presente pesquisa. Objetivou-se analisar o Programa de Reabilitação Profissional, da Política de Previdência Social e as possibilidades de reinserção laborativa de segurados com deficiência psicossocial decorrente de transtorno mental, no âmbito de Teresina – PI. Buscouse revelar as contradições que o permeiam o processo de reabilitação em função dos interesses distintos que justificam sua existência. Desde a década de 1990 até a atualidade, o Programa vem sendo atingido pelas medidas advindas com a contrarreforma do Estado. Este estudo utilizou o método histórico dialético e contempla a pesquisa bibliográfica, a análise documental e a pesquisa de campo, sendo realizadas entrevistas com profissionais e usuários do Programa. Os resultados encontrados nessa pesquisa a nível local e os descritos pela literatura no âmbito nacional apontaram que embora o Programa de Reabilitação Profissional ofereça a oportunidade para que o segurado possa estudar, especializar-se e profissionalizar-se, aprendendo uma nova profissão que lhe promova satisfação e possibilite a manutenção de seu sustento, o Programa também tem sido utilizado como estratégia legal para reduzir despesas com benefícios previdenciários, ao reintegrar o trabalhador em gozo do auxílio-doença. A avaliação e o monitoramento do processo de reabilitação ocorre através das atividades externas desenvolvidas pelos profissionais de referência, bem como por meio da Pesquisa de Fixação no Mercado e consolidação do Boletim Estatístico da Reabilitação Profissional, fundamentais para a efetividade das ações. Concluiu-se pela existência de múltiplas facetas que envolvem e obstaculizam o retorno ao trabalho de pessoas com transtornos mentais, tendo em vista que a Reabilitação Profissional dispõe de restritas possibilidades perante a ineficiência de proteção aos trabalhadores, de integração entre as políticas de Saúde, Trabalho e Previdência Social e de instrumentos que facilitem tanto o seu reingresso quanto a sua manutenção no mercado de trabalho. ABSTRACT:Structural changes in the capitalist system and in the world of work have made labor relations more flexible, cuts in social investments, and deregulation of workers' protective legislation in the labor and social security spheres. In this context, the high rate of work leave is a collective health problem implying a high economic and social cost. In this direction, the Professional Rehabilitation Program is a state response to the problems that affect the health of workers and is being implemented and is a service provided in partnership with institutions and companies in the market. The Professional Rehabilitation developed by the National Institute of Social Security (INSS) has been facing the tensions of the reforms in this policy, the growth of professionals with illness and the difficulties of reintegration into the profession. This program, and its operation in Teresina-PI was the object of the present research. The objective was to analyze the Professional Rehabilitation Program, the Social Security Policy and the possibilities of reinsertion of insured persons with psychosocial disabilities due to mental disorder, within the scope of Teresina - PI. It sought to reveal the contradictions that permeate the rehabilitation process in function of the distinct interests that justify its existence. From the 1990s until now, the Program has been hit by the measures taken with the counterreform of the State. This study used the dialectical historical method and contemplates the bibliographical research, the documentary analysis and the field research, being conducted interviews with professionals and users of the Program. The results found in this research at the local level and those described by the literature at the national level pointed out that although the Professional Rehabilitation Program offers the opportunity for the insured to study, specialize and become professional, learning a new profession that promotes satisfaction and makes it possible to maintain their livelihoods, the Program has also been used as a legal strategy to reduce expenses with social security benefits by reintegrating the worker into sickness benefits. The evaluation and monitoring of the rehabilitation process takes place through the external activities developed by the professionals of reference, as well as through the Market Research and Consolidation of the Statistical Bulletin of Professional Rehabilitation, fundamental for the effectiveness of the actions. It was concluded by the existence of multiple facets that involve and hinder the return to work of people with mental disorders, considering that the Professional Rehabilitation has restricted possibilities in the face of the inefficiency of protection to the workers, of integration between the policies of Health, Work and Social Security and instruments that facilitate both re-entry and maintenance in the labor market.
