O IMPEACHMENT DE DILMA ROUSSEFF E O PADRÃO PÉREZ-LIÑÁN DE INSTABILIDADE POLÍTICA NA AMÉRICA LATINA

Abstract

RESUMO:Este trabalho dissertativo tem por objetivo analisar o impeachment de Dilma Vana Rousseff, em 2016, em especial investigar se os fatores presentes no julgamento político da Presidente da República se alinham ao padrão verificado nos países da América Latina em que ocorreram as quedas de chefes do executivo a partir de 1992 e que foi descrito na literatura em Ciência Política nomeadamente por Aníbal Pérez-Liñán na obra Juicio político al presidente y nueva inestabilidad política en América Latina. A ideia é investigar, tendo como parâmetro o aspecto eminentemente político, se as características do evento são compatíveis com a régua proposta por esse autor. A partir desse caminho metodológico, em tal conjuntura política, o trabalho investigativo encontrou em ressonância com o aporte teórico os seguintes elementos: o mau relacionamento da presidente com o Congresso, a liberdade de expressão no país que permitiu à imprensa produzir e propagar matéria sobre os vícios do Governo, a pressão popular exercida sobre a mandatária, principalmente em razão dos escândalos de corrupção durante o período da crise até a destituição. ABSTRACT:This dissertative work has the objective of analysing Dilma Van Rousseff's impeachment, in 2016, specially investigate if the factors present in the political judgement of the President of the Republic align to the pattern observed in the Latin American countries in which the executive boss fell from 1992 until now, this pattern observed in the Political Science literature by Anibal Pérez-Liñán in “Juicio político al presidente y nueva inestabilidad política en América Latina”. The idea is to investigate, having as parameter the eminently political aspect, if the charasteristics of the event are compatible with the scale proposed by this author. Starting from this methodological way, in such political conjucture, the investigative work found ressonance with the theoretical contribution the following elements: bad relationship between the President and the Congress, the freedom of speech in the country that allowed the press to produce and spread reports about the flaws in the government, the popular pressure over the commander-in-chief, mainly due to the corruption scandals during the period of the crisis until the dismission.
