BUMBA, MEU BOI! (CULTURA POPULAR E A POLÍTICA CULTURAL DE EVENTOS EM TERESINA-PI: encontros e desencontros na arena pública da festa)

Abstract

RESUMO: O presente estudo versa sobre cultura popular do bumba-meu-boi no município de Teresina, Piauí, em cujo perímetro urbano há mais de duas dezenas de grupos de bumba-meu-boi. Procura descrever a política pública de eventos para a cultura popular, com ocorrência nos meses de junho e julho de cada ano. Em Teresina, os grupos de bois são chamados a dialogar com as instituições públicas em dois momentos: no Festival de Toadas, que ocorre em meio ao Encontro Nacional de Folguedos, realizado pelo governo do Estado, e no Encontro de Bois de Teresina, organizado pela prefeitura municipal. Durante esses eventos, os grupos de bois passam à condição de protagonistas. Nessa perspectiva, buscamos apresentar os sentidos que brincantes dão à festa pública, apontando para a resistência dessa cultura no espaço urbano da cidade, especialmente, quando se considera que durante o resto do ano tornam-se praticamente invisíveis na arena pública. Além da pesquisa documental e bibliográfica, foi desenvolvida pesquisa de campo, utilizando-se técnicas da observação direta, onde foram feitas conversas no cotidiano e entrevistas semiestruturadas com os sujeitos envolvidos na brincadeira do boi e com gestores públicos. Tais entrevistas foram gravadas, transcritas e seu conteúdo analisado na perspectiva da construção de sentidos. O mesmo rigor analítico para o texto escrito também foi dado às imagens, fotográficas e vídeogravadas. De grande relevância foram as anotações no diário de campo para a formatação do corpus da pesquisa. Assim, este estudo conclui que tanto o Estado do Piauí quanto o município de Teresina ainda não flexionaram suas práticas em relação à cultura popular do bumba-meu-boi, e que brincantes (sentido lato) de bumba-meu-boi negociam com o Estado operando nos espaços deixados pelas instituições gestoras das políticas culturais, no sentido de tornar a arena pública um lugar de comunicação com o mundo exterior. Apresentar a política cultural em Teresina sob o ponto de vista da brincadeira do bumba-meu-boi, de fato, é parte de um longo caminho que vem sendo trilhado por mestres e brincantes, para tornar menos extemporâneas ou eclipsadas suas epopeias. Este estudo faz parte do esforço teórico e metodológico, no âmbito do Mestrado em Políticas Públicas da Universidade Federal do Piauí (UFPI), em contribuir para que se pensem novas realidades no campo das políticas públicas para a cultura, no Estado do Piauí e no município de Teresina.ABSTRACT: This study focuses on popular culture of the bumba-meu-boi in the city of Teresina, Piauí, in which the urban area exist more than two dozen groups of Bumba-meu-boi. It seeks to describe the public policy events to popular culture, occurring in the months of June and July of each year. In Teresina, the groups of Bumba-meu-boi are called to dialogue with public institutions in two stages: the Festival of Toad, which occurs in the midst of the National Folklore Festival, held by the state government, and the meeting of the Bois de Teresina, organized by Municipality. During these events, the groups of bumba-meu-boi are the condition of protagonists. From this perspective, we search to show the senses that protagonists give to the public festival, pointing to the strength of this culture in the urban city, especially when one considers that during the rest of the year they become practically invisible in the public arena. In addition to the bibliographic and documentary research, field research was developed, using direct observation techniques, which were done converseations in everyday and semi-structured interviews with those involved in the ox revelries and with public managers. These interviews were taped, transcribed and content analyzed from the perspective of construction of meaning. The same analytical rigor to the written text was also given to images, photographs and taped. Of great importance were the notes in field notebook for the formatting of the research corpus. Thus, this study concludes that both the State of Piauí and the city of Teresina has not flexed its practices in relation to popular culture of bumba-meu-boi, and revelers (broad sense) of Bumba-meu-boi negotiate with the State operating in the spaces left by the institutions managing the cultural policies, in making the public arena a place of communication with the outside world. Display cultural policy in Teresina, from the point of view of the play of bumba-meu-boi, in fact, is part of a long road that has been trodden by teachers and revelers, to make less extemporaneous or eclipsed their epics. This study is part of the theoretical and methodological effort, within the Master in Public Policy at the Federal University of Piauí (UFPI), to help think that the new realities in the field of public policy for culture in the state of Piauí and the city Teresina.
