O EXECUTIVO MUNICIPAL IMPORTA NAS DECISÕES DOS CONSELHOS MUNICIPAIS? UMA ANÁLISE DO CASO DE TERESINA-PI (2005-2018)

Abstract

RESUMO:Esta dissertação de mestrado tem por objetivo a análise da influência do Poder Executivo nas decisões elaboradas nos conselhos municipais da cidade de Teresina-PI, no período 2005-2018. A capital piauiense foi escolhida em razão de uma característica em particular: a eleição de um mesmo partido, o PSDB, para a cadeira de Prefeito, há mais de vinte anos consecutivos. Tal fato merece destaque e chama a atenção, principalmente no que diz respeito à questão da representatividade nos Conselhos Municipais. Para tanto, foram escolhidos os conselhos que possuem maior presença no plano municipal, de acordo com a literatura: saúde e assistência social. Trata-se de uma pesquisa qualitativa, de cunho descritivo. Foram realizadas entrevistas semiestruturadas e, para a interpretação das informações, foi utilizado o método de análise de conteúdo. Os resultados demonstram que ambos os conselhos são extremamente importantes no que diz respeito à cobrança dos atos do Poder Público e do desenvolvimento de políticas públicas, contudo, possuem problemas comuns às instâncias participativas, já apontados pela literatura, como estrutura inadequada ao funcionamento e pouca participação da sociedade. Assim, a influência exercida pelo poder público nos dois conselhos não vai além do que já é esperado e apontado pelos pesquisadores. É um estudo de grande valor, não só por abordar questões essenciais, tais como democracia, participação e representação; como também por fornecer um diagnóstico acerca do funcionamento dos conselhos municipais, instrumentos de grande relevância para o desenvolvimento local.ABSTRACT: This masters dissertation aims to analyze the influence of the Executive Power on decisions made in the municipal councils of the city of Teresina-PI, in the period 2005-2018. The capital of Piaui was chosen because of one particular feature: the election of the same party, the PSDB, for the mayoral seat, for more than twenty consecutive years. This fact deserves attention and draws attention, especially regarding the issue of representativeness in municipal councils. To this end, the councils that have the largest presence at the municipal level were chosen, according to the literature: health and social assistance. This is a qualitative, descriptive research. Semi-structured interviews were performed and for the interpretation of the information, the content analysis method was used. The results show that both councils are extremely important regarding the collection of acts of the Public Power and the development of public policies, however, they have problems common to the participatory instances, already pointed out in the literature, as inadequate structure to the operation and little participation. of society. Thus, the influence exerted by the public power on both councils does not go beyond what is already expected and pointed out by the researchers. It is a study of great value not only for addressing key issues such as democracy, participation and representation; as well as providing a diagnosis about the functioning of municipal councils, instruments of great relevance for local development.
