MOVIMENTOS SOCIAIS EM REDES: uma análise sobre o caso Ocupa Praça em Teresina - PI

Abstract

RESUMO: Pesquisa com foco no movimento denominado “Ocupa praça” (2015-2016) ocorrido em Teresina - PI, em suas relações com os gestores das políticas de mobilidade urbana municipal, de forma a identificar os elos da rede de apoio ao movimento no período mais intenso de ocupação da praça das Ações Comunitárias, no bairro Parque Piauí, alvo fundamental da defesa do patrimônio arbóreo que seria derrubado com o projeto municipal de lá instalar um terminal de integração como parte do Plano Diretor de Transportes e Mobilidade Urbana de Teresina. Inserindo-se na discussão sobre Estado e movimentos sociais, a pesquisa repousa atenção nesse processo imbricado de discussão do planejamento público, tendo em vista o desafio de averiguar, sob a óptica instrumental-teórica das redes, como os distintos movimentos e organizações reforçaram o poder do Movimento Ocupa Praça na arena política a ponto de intervir no direcionamento da política pública. Para tanto, examinou-se a formação do movimento, os padrões organizacionais e de aliança, a articulação com o poder público e os resultados alcançados pelo movimento em sentido objetivo e simbólico. No que tange à metodologia, foram utilizadas como fontes, informações da mídia corporativa e do próprio movimento em redes sociais, documentos, e entrevistas semiestruturadas com militantes, com “nós” ou elos da rede de apoiadores que se estruturou nesse processo de luta e representantes do poder público envolvidos na formulação da política à época. Como resultados, destacamos a presença acentuada de “nós” de uma rede movimentalista que ampliou o poder de interlocução do movimento na arena pública, por meio de um portfólio substanciado de práticas, experiências, saberes e canais de articulação política que gerou impacto e influência sobre a política de mobilidade urbana e a qualificação da decisão pública, com conquista substantiva para os atores sociais envolvidos nesta luta, que após nove meses de intensas atividades, tiveram a praça mantida (com suas árvores preservadas). ABSTRACT: Research focusing on the movement called "Ocupa Praça" (2015-2016) occurred in Teresina - PI, in its relations with the municipal urban mobility policy managers, in order to identify the links of the support network to the movement in the most intense period of occupying the Community Action Square in the Parque Piauí neighborhood, a fundamental target for the defense of tree patrimony that would be overturned with the municipal project to install an integration terminal there as part of the Teresina Urban Transport and Urban Mobility Master Plan. Focusing on the discussion of state and social movements, the research focuses attention on this imbricated process of public planning discussion, in view of the challenge of ascertaining, from the instrumental-theoretical point of view of the networks, how different movements and organizations reinforced the power of the Ocupa Praça Movement in the political arena to intervene in the direction of public policy. For that, the formation of the movement, the organizational and alliance patterns, the articulation with the public power and the results achieved by the movement in an objective and symbolic sense were examined. As far as the methodology was concerned, information sources from the corporate media and the movement itself in social networks, documents, and semi-structured interviews with militants were used as sources, with "nodes" or links of the network of supporters that was structured in this struggle process and representatives of public power involved in the formulation of politics at the time. As results, we emphasize the marked presence of "nodes" of a movement network that expanded the power of the movement's dialogue in the public arena, through a substantiated portfolio of practices, experiences, knowledge and channels of political articulation that generated impact and influence on the urban mobility policy and the qualification of the public decision, with substantive achievement for the social actors involved in this struggle, which after nine months of intense activities, had the square maintained (with its trees preserved).
