PARTICIPAÇÃO DO CONSELHO MUNICIPAL DE EDUCAÇÃO DE BURITI DOS MONTES NOS PROCESSOS DE ELABORAÇÃO E IMPLEMENTAÇÃO DO PLANO MUNICIPAL DE EDUCAÇÃO

Abstract

RESUMO: A presente pesquisa teve como objetivo geral analisar a participação do Conselho Municipal de Educação de Buriti dos Montes nos processos de elaboração e implementação do Plano Municipal de Educação. Especificamente, o estudo teve como objetivos: conhecer a trajetória de constituição dos Planos de Educação (PNE e PME) nos contextos nacional e municipal; discutir o controle social realizado pelo Conselho Municipal de Educação nos processos de elaboração e implementação das ações do PME do município de Buriti dos Montes; descrever o processo de elaboração e implementação das ações do PME e caracterizar a realidade da educação municipal, no contexto de participação do CME nos processos de elaboração e implementação do Plano Municipal de Educação. A pesquisa partiu da seguinte questão: Como o Conselho Municipal de Educação de Buriti dos Montes participou dos processos de elaboração e está participando dos processos de implementação das ações do Plano Municipal de Educação? Para respondê-lo, realizou-se estudo bibliográfico sobre a trajetória histórica da política educacional no Brasil, com ênfase nos Planos de Educação, buscando evidenciar os caminhos trilhados, contextualizar e analisar essas políticas, à luz da legislação. As discussões e categorias teóricas encontram-se fundamentadas nos seguintes autores: sobre política pública e planejamento: Gandim (1994), Secchi (2012), Shirome et al (2012), Souza (2003; 2006), Vieira (2000), entre outros. Sobre planos de educação: Azanha (1995), Didonet (2000), Libâneo (2012), Saviani, (1998), entre outros; e sobre participação e controle social: Alves (2013), Gohn (2003), Luck (2012), Silva (2010), Silva e Braga (2010). A pesquisa foi realizada por meio de pesquisa descritiva, de abordagem quanti-qualitativa, por ser esta a que melhor se adequou ao objeto e objetivos da investigação, tendo como referencial teórico, Gatti (2015), Gil (2011), Minayo (2001), Moreira; Callefe (2006), Richardson (2012), Vasconcelos (2002), Vergara (2005), Triviños (1987) e outros. Também, foi feita a análise documental do Plano Municipal de Educação (PME 2015-2025), das atas de reuniões relacionadas a implementação do PME no município investigado. Os dados foram categorizados e analisados, tendo como referência as orientações de Bardin (1979). O local da pesquisa foi o município de Buriti dos Montes. O critério de escolha deu-se em função desse município ter sido um dos primeiros do estado do Piauí a implementar seu Conselho Municipal de Educação. Como instrumentos de coleta de dados, utilizou-se o questionário, a observação e a entrevista semiestruturada com conselheiros municipais de educação e com a dirigente de educação do referido município. O resultado aponta que um Plano Municipal de Educação (PME) é um importante instrumento norteador das políticas educacionais, contudo, seu processo de elaboração e implementação deve envolver representantes da sociedade civil e da comunidade escolar, uma vez que, a participação social é essencial para que a política educacional reflita as demandas locais e tenham o reconhecimento da comunidade educacional. O Conselho Municipal de Educação do Buriti dos Montes participou ativamente dos processos de elaboração e de monitoramento do Plano Municipal de Educação, contudo, é engessado por um desenho institucional, que lhe confere pouca representatividade, mantendo-se atrelado a dinâmica associativa e às condições políticas do município, não possuindo autonomia para fazer o controle social das políticas públicas educacionais. Dessa forma, é necessário lutar para conquistar a autonomia administrativa e financeira, realizar mudanças na legislação, visando a ampliação do número de membros, a representatividade de outros segmentos e condições de trabalho para que possam desenvolver, com êxito, suas funções. ABSTRACT: The present research had as general objective to analyze the participation of the Municipal Council of Education of Buriti of the Montes in the processes of elaboration and implementation of the Municipal Plan of Education. Specifically, the study has as objectives: to know the trajectory of constitution of Education Plans (PNE and SME) in the national and municipal contexts; to discuss the social control carried out by the Municipal Council of Education in the processes of elaboration and implementation of the SME actions of the municipality of Buriti dos Montes; describe the process of elaboration and implementation of PME actions and characterize the reality of municipal education in the context of CME participation in the processes of elaboration and implementation of the Municipal Education Plan. The research started with the following problem: How did the Municipal Council of Education of Buriti dos Montes participate in the elaboration processes and is participating in the processes of implementation of the actions of the Municipal Education Plan? To answer this, a bibliographical study was carried out on the historical trajectory of educational policy in Brazil, with emphasis on the Education Plans, seeking to highlight the pathways, contextualize and analyze these policies in light of the legislation. Its discussions and theoretical categories are based on the following authors: Public Policy and Planning: Gandim (1994), Secchi (2012), Shirome et al (20012), Souza (2003; 2006), Vieira (2000), among others. About Education Plans: Azanha (1995), Didonet (2000), Libâneo (2012), Saviani, (1998) among others, and on Participation and Social Control: Alves (2013), Gohn (2003), Silva (2010), Silva; Braga (2010). The research was carried out through a descriptive research, with a qualitative approach, as it was the one that best fit the object and objectives of the research, having as theoretical reference Gatti (2015), Gil (2011), Minayo (2001), Moreira; Callefe (2006), Richardson (2012), Vasconcelos (2002), Vergara (2005), Triviños (1987) and others. The documentary analysis of the Municipal Education Plan (PME 2015-2025) was also made, of the minutes of meetings related to the implementation of the SME in the municipality under investigation. The data were categorized and analyzed using Bardin's (1979) guidelines. The research scenario was the municipality of Buriti dos Montes. The criterion of choice was due to the fact that this municipality was one of the first in the State of Piauí to implement its Municipal Education Council. As data collection instruments, the questionnaire, observation and semi-structured interviews were used with municipal councilors of education and with the education director of the mentioned municipality. The result is that a Municipal Education Plan (PME) is an important tool to guide educational policies, but its elaboration and implementation process should involve representatives of civil society and the school community, since social participation is essential for educational policy reflects local demands and has the recognition of the educational community. The Municipal Council of Education of Buriti dos Montes; actively participated in the processes of elaboration and monitoring of the Municipal Education Plan, but it is plastered by an institutional design that confers little representation, keeping in mind the associative dynamics and the political conditions of the municipality, not having autonomy to make the social control of public educational policies. In this way, it is necessary to fight to achieve administrative and financial autonomy, to make changes in the legislation aiming at increasing the number of members, the representativeness of other follow-ups and working conditions so that they can successfully carry out their functions.
