ANÁLISE DA EVOLUÇÃO DO SISTEMA DE ESGOTAMENTO SANITÁRIO E DA GESTÃO DO TRATAMENTO DO ESGOTAMENTO SANITÁRIO DAS CAPITAIS DO NORDESTE DURANTE O PERÍODO DE 2007 A 2016

Abstract

RESUMO: A presente pesquisa tem como objetivo principal analisar a evolução do atendimento dos serviços de esgotamento sanitário nas capitais dos Estados do nordeste brasileiro, no período de 2007 a 2016, dez anos após a publicação da Lei Federal Nº 11445/2007 que estabelece as diretrizes nacionais do saneamento básico. Trata-se de um estudo sobre os sistemas de esgotamento sanitário nas nove capitais do Nordeste, quanto aos quesitos: população atendida com esgotamento sanitário, extensão da rede coletora de esgoto e volume de esgoto coletado, tratado e faturado. Para o alcance do objetivo geral proposto, desenvolveu-se uma pesquisa de natureza exploratória e descritiva com base em dados secundários coletados por intermédio da base de dados do Sistema Nacional de Informações sobre Saneamento – SNIS. Concluiu-se que o acesso ao esgotamento sanitário nos domicílios das capitais nordestinas apresentou resultados não lineares, destacando as capitais de João Pessoa e Salvador por apresentarem evolução significativa no período de estudo, com percentuais, respectivamente, 24,9% e 15,81% divergindo dos baixos índices percentuais apresentados nas capitais de Recife e São Luís, a primeira com 0,81% e a segunda com 2,04%. Diante desses resultados obtidos, verifica-se ainda que há um sério déficit na universalização do acesso aos serviços de esgotamento sanitário. ABSTRACT: The present research has the main objective to analyze the evolution of care services of sanitation in the capitals of the States of the northeast of Brazil, in the period from 2007 to 2016, ten years after the publication of Federal Law No. 11445/2007 that establishes the national guidelines of basic sanitation. It is a study on the sanitary sewage systems in the nine capitals of the northeast, on the questions: population treated with sewage, the extension of the sewage collection network and volume of sewage collected, treated and billed. For the scope of the general objective proposed, developed a survey of exploratory and descriptive study based on secondary data collected through the data of the baseline the National System of Information on Sanitation - NISS. It was concluded that access to sanitation in households of Northeastern capitals presented results are not linear, highlighting the capitals of João Pessoa and Bahia to make significant progress in the study period, with percentages, respectively, 24.9% and 15.81% diverting low percentage rates presented in the capitals of Recife and São Luis, the first with 0.81%, and the second with 2.04%. Considering that these results, it shows that there is a serious deficit in the universalization of access to sanitation services.
