A EXPANSÃO DA ESCOLARIZAÇÃO PRIMÁRIA PÚBLICA PIAUIENSE (1900-1946)

Abstract

RESUMO: O presente estudo tem como foco o processo de expansão da escolarização primária pública no Piauí no período de 1900 a 1946. O corpus documental é constituído por Relatórios Educacionais, Mensagens Governamentais, Legislações Educacionais, documentos da Direção da Instrução Pública e Regulamentos da Instrução Pública. O objetivo geral é compreender como o processo de expansão da escolarização primaria foi constituindo-se, o que envolve, perceber as formas de constituição de um corpo profissional, de oferta das condições materiais (edificações escolares e material didático disponibilizado) e de criação de aparatos legais (como o princípio da obrigatoriedade) e administrativos para regulação e controle do funcionamento do citado nível de ensino (como a fiscalização/inspeção escolar). O estudo tem embasamento teórico-metodológico na Nova História Cultural. A pesquisa aqui exposta é de natureza qualitativa do tipo documental e bibliográfica tendo a análise de conteúdo como horizonte metodológico. Adotamos como aporte teórico: Burke (1992), Lopes & Galvão (2001), Brito (1996), Ferro (1996), Le Goff (1990), Bardin (1977), dentre outros. Para efetivação da pesquisa foram realizadas visitas ao Arquivo Público do Estado do Piauí ‘Casa Anísio Brito’ para levantamento e organização das fontes. O recorte escolhido inicia-se no final do século XIX e início do século XX, data a partir da qual se evidenciam os discursos em torno da educação como elemento de renovação da sociedade, no sentido de emancipar as atividades dos sujeitos levando-os a transformar a sociedade. O discurso dos governantes, neste período, era o de educar o povo para integrá-lo `a nação. O recorte estende-se até o ano de 1946 data da promulgação da Lei Orgânica do Ensino Primário que reorganizou o sistema educacional, determinando as bases nacionais do ensino enfatizando a efetivação da articulação dos estados e municípios. Percebe-se que no período analisado o tema recorrente é a oferta de condições mínimas de funcionamento das escolas e de ampliação do acesso à educação (quantidade). Apesar das dificuldades que perpassaram os âmbitos administrativos e até as questões relacionadas à falta de recursos humanos, neste período há a consolidação e sistematização do ensino, sobretudo primário. Acredita-se que esta análise proporciona reflexões sobre o ensino primário no estado permitindo o diálogo com novas pesquisas, interpretações e a compreensão do atual momento educativo, bem como permitindo vislumbrar alternativas de melhoria para o progresso do mesmo. ABSTRACT: The following work it is focus on the expansion process of schooling in the primary public school in Piauí from 1900 to 1946. The documentary corpus were constituted by Educational reports, Governmental messages, Educational legislations, documents from the management of the institution and regulations, of public institution. The General objective it is to comprehended how the process of expansion of the primary schooling was constitute itself, which involves, to notice the forms of constitution of a professional group, to offer the material conditions (schooling edifications and didactic material available) and of the creation of rules of the apparatus (as the beliefs of obligatoriness) and administratives for the regulation and control of the functioning level of teaching mentioned (as the supervision school inspection). The study was based on the theorist-methodological foundation of New Cultural History. The research exposed in this work it is the qualitative nature from the documental type and biographic having the analyze of content as the methodological horizon. We have adopted as the theorist lead: Burke (1992), Lopes & Galvão (2001), Brito (1996), Ferro (1996), Le Goff (1990), Bardin (1977), among others. For the effectuation of the research were made visits on the Public archive of the State of Piauí ‘Casa Anísio Brito’ for the survey and organization of the sources. The carving chosen it begins in the end of the XIX century and the beginning of the XX century, date from which evidenced the speech around the education as the element of renovation of the society, in the sense to emancipate the activity of the individuals leading them to transform the society. The speech of the governors, in this period, it was to educate the people to integrate them in the nation. This isolated part it was exposed until the ear of 1946 date of the promulgation of the Organic Law of the Primary Teaching that reorganized the national bases of the teaching focusing the effectuation of the states and city council’s articulation. It was noticed in this analyzed period the recurrent theme is the offer of the minimal functional conditions of the school and amplification of the access for education (quantity). Besides, of the difficulties related to the human resources, in this period there is the consolidation and systematization of the teaching, interpretations and the comprehension of the actual educational moment, as like permitting to catch a glimpse alternative of improvements for the progress itself.
