CAJUCULTURA NO SEMIÁRIDO PIAUIENSE: sistemas agrários e dinâmica espacial

Abstract

RESUMO: A cajucultura é uma das principais atividades econômicas para o Estado do Piauí pela geração de trabalho, renda e divisas em situações adversas. O cajueiro é uma planta adaptada ao Semiárido, onde localiza-se a área de estudo da presente pesquisa. A cajucultura tem passado por crises, mas a redução da área colhida no Piauí tem sido atribuída ao longo período de estiagem. As publicações sobre o histórico de introdução e evolução dessa cultura no Semiárido piauiense são pouco aprofundadas. As ações institucionais têm sido pontuais e desarticuladas, e as pesquisas, geralmente, desconsideram o contexto socioeconômico e ambiental da região produtora. Dessa forma, as seguintes perguntas nortearam a pesquisa: como se deu a introdução e a evolução da cajucultura no Semiárido piauiense? Como tem se dado a interação entre a cajucultura e a Caatinga? Qual modelo de cajucultura se adequa ao Semiárido? Quais as contribuições da cajucultura para a sustentabilidade do Semiárido piauiense? O objetivo geral da presente pesquisa foi avaliar a dinâmica da atividade da cajucultura nos municípios interligados pelas rodovias BR-020 e BR-230/316, visando a compreensão da sua importância para o desenvolvimento sustentável do Semiárido piauiense. Os objetivos específicos foram discutir o conceito de agricultura sustentável para o Semiárido, levantar o histórico de introdução e evolução da atividade na área de estudo, realizar um diagnóstico dos sistemas agrários e fazer o mapeamento e a análise espaço-temporal da cajucultura na área de estudo. A metodologia baseou-se em análise sistêmica e interdisciplinar. Associou-se dados de pesquisa qualitativa obtidos em entrevistas e observações de campo, dados de revisão bibliográfica, dados oficiais e análise de dados espaciais de sensores remotos. As discussões foram balizadas nos conceitos de agricultura sustentável, desenvolvimento territorial e no paradigma da convivência com o Semiárido. O paradigma da convivência com o Semiárido delimita princípios, estratégias, diretrizes e tecnologias para o desenvolvimento territorial sustentável. A expansão da cajucultura para o Semiárido piauiense foi fomentada com subsídios para as empresas e estimulo dos pequenos produtores pela rede de assistência técnica e oferta de crédito. A expansão dos pequenos e médios plantios ocorreu pala expectativa de geração de renda e foi potencializada pela instalação de agroindústrias de processamento do pedúnculo. Os produtos agroindustrializados são pouco diversificados e o mercado das matérias primas continua controlado pelos atravessadores. A concentração fundiária e a pulverização das terras dos agricultores familiares dificultam o desenvolvimento sustentável da região. A dinâmica da atividade caracteriza-se pelo impacto inicial das áreas extensivas sobre a Caatinga, seguido de sua redução e expansão da cajucultura familiar, a substituição do cajueiro comum pelo anão-precoce, e a disseminação do uso de agrotóxicos e a mecanização excessiva. O desenvolvimento da cajucultura dentro da perspectiva de desenvolvimento sustentável exige a reestruturação fundiária, a adoção de medidas para o fortalecimento da agricultura familiar, a disseminação das pesquisas científicas consolidadas, a adequação das estratégias de concessão de crédito ao planejamento de desenvolvimento da cajucultura regional, a disponibilização de assessoria para os processos de gestão e produção orgânica e a adoção de sistemas produtivos mais diversificados e estáveis. ABSTRACT: Cashew crop is one of the main economic activities for the State of Piauí for the generation of labor, income and foreign exchange in adverse situations. The cashew tree is a plant adapted to the Semi-arid, where the study area of the present research is located. Cashew crop has been experiencing crises, but the reduction of the area harvested in Piauí has been attributed to the long dry season. The publications about the history of introduction and evolution of this culture in the semi-arid region of Piauí are not very deep. Institutional actions have been punctual and disjointed, and the surveys generally disregard the socioeconomic and environmental context of the producing region. Thus, the following questions guided the research: how did the introduction and evolution of cashew crop in the Semi-arid Piauí? How has the interaction between cashew crop and Caatinga been given? Which cashew crop model is suited to the Semi-arid? What are the contributions of cashew nuts to the sustainability of the Semi-arid Piauí? The general objective of this research was to evaluate the dynamics of cashew crop activity in the municipalities interconnected by the BR-020 and BR-230/316 highways, aiming to understand its importance for the sustainable development of the Semi-arid region of Piauí. The specific objectives were to discuss the concept of sustainable agriculture for the Semi-arid region, to raise the history of introduction and evolution of the activity in the study area, to make a diagnosis of the agrarian systems and to make the mapping and space-time analysis of cashew crop in the study area. The methodology was based on systemic and interdisciplinary analysis. Qualitative research data from interviews and field observations, bibliographic review data, official data and spatial data analysis of remote sensing were associated. The discussions were based on the concepts of sustainable agriculture, territorial development and the paradigm of human coexistence with the Semiarid. The paradigm of human coexistence with the Semiarid delimits principles, strategies, guidelines and technologies for sustainable territorial development. The expansion of cashew crop to the semi-arid region of Piauí was fostered with subsidies for companies and stimulation of small producers through the network of technical assistance and credit supply. The expansion of small and medium-sized plantations occurred as an expectation of income generation and was boosted by the installation of agroindustries of cashew processing. The agroindustrial products are little diversified and the feedstock market remains controlled by the middlemen. Land concentration and spraying of family farmers' land makes it difficult for the region to develop sustainably. The dynamics of the activity are characterized by the initial impact of the extensive areas on the Caatinga, followed by its reduction and expansion of the family cashew crop, the replacement of the common cashew tree by the precocious dwarf cashew, and the dissemination of pesticide use and excessive mechanization. The development of cashew crop within the perspective of sustainable development requires land restructuring, adoption of measures to strengthen family agriculture, dissemination of consolidated scientific research, adaptation of credit granting strategies to regional cashew crop development planning, providing advice for organic production and management processes and adopting more diversified and stable production systems.
