ORÇAMENTO CRIANÇA ADOLESCENTE E A POLÍTICA DE ASSISTÊNCIA SOCIAL NO MUNICÍPIO DE TERESINA-PI: encontros e desencontros

Abstract

RESUMO: A presente dissertação propõe-se a analisar o Orçamento Criança Adolescente, no âmbito da Política de Assistência Social, no município de Teresina, objetivando perceber a prioridade dada ao público infanto-juvenil, a partir do orçamento, seguido da análise da execução do mesmo, entre os anos de 2010 a 2015. A pesquisa, de abordagem qualiquantitativa, utilizou o método dialético para fundamentar a análise dos estudos bibliográficos e documental, sendo que os dados empíricos foram coletados na Secretaria Municipal do Trabalho, Cidadania e Assistência Social, no Conselho Municipal de Assistência Social, e no Conselho Municipal dos Direitos da Criança e do Adolescente de Teresina, com entrevistas. Os resultados deste estudo indicaram que a criança e o adolescente estão contemplados no orçamento público, mas a execução orçamentária revelou que esses segmentos populacionais não são prioridade, tendo em vista a discrepância entre o orçado e o executado, a descontinuidade de algumas ações e a irrelevância de outras; no entanto, a própria Política de Assistência Social, em outras ações direcionadas a segmentos populacionais distintos, não consegue implementar a execução orçamentária do que foi planejado, denotando falta de habilidade no trato com a gestão financeira. O foco da Política voltou-se para os programas de transferência de renda, em detrimento dos demais serviços. ABRSTACT: This dissertation proposes to analyze the Budget of Adolescent Children, within the scope of the Social Assistance Policy, in the municipality of Teresina, aiming to perceive the priority given to the children and youth public from the budget, followed by the analysis of the execution of the same, among the Years from 2010 to 2015. The research, using a qualitative approach, used the dialectical method to base the analysis of bibliographical and documentary studies, and the empirical data were collected at the Municipal Labor, Citizenship and Social Assistance Secretariat at the Municipal Council Of Social Assistance, and in the Municipal Council of the Rights of the Child and Adolescent of Teresina, with interviews. The results of this study indicated that children and adolescents are included in the public budget, but budget execution revealed that this population segment is not a priority, given the discrepancy between budgeted and executed, the discontinuity of some actions and the irrelevance of others , however, the Social Assistance Policy itself, in other actions directed to distinct population segments, can not implement the budgetary execution of what was planned, denoting a lack of ability to deal with financial management. The focus of the Policy has turned to income transfer programs, to the detriment of other services.
