O PROCESSO DE TRABALHO DA/O ASSISTENTE SOCIAL NOS SERVIÇOS DE ACOLHIMENTO INSTITUCIONAL DO ESTADO DO PIAUÍ

Abstract

RESUMO: O objeto de investigação desta tese é o processo de trabalho da/o assistente social nas instituições de acolhimento e no Judiciário do Piauí. O objetivo geral foi analisar o modus operandi do trabalho dos/as assistentes sociais nas instituições de acolhimento (governamentais e não-governamentais) e no Judiciário do Piauí e suas interfaces. E como objetivos específicos: analisar o objeto, os meios de trabalho, a finalidade, o trabalho propriamente dito e os produtos nesses espaços sócio-ocupacionais, especialmente no trabalho com as famílias de origem, nas instâncias de acolhimento e no Judiciário; identificar as contribuições dos/as assistentes sociais no desenvolvimento do Trabalho Social com Famílias (TSF) para a garantia do Direito à Convivência Familiar e Comunitária (DCFC); analisar possibilidades e limites no desenvolvimento do trabalho do assistente social nesses espaços no contexto do processo de trabalho no qual está inserido. Para aprofundamento analítico, realizou-se estudo bibliográfico e documental por meio do qual foi possível analisar a trajetória histórica do DCFC e sua materialidade parcial ou total nas políticas públicas de proteção à criança e ao adolescente, bem como seu entrecruzamento com o processo de trabalho da/o assistente social. Realizou-se pesquisa de campo, tendo como universo seis instituições de acolhimento institucional do estado do Piauí e a 1ª Vara da Infância e da Juventude da Comarca de Teresina, a fim de desvelar o processo de trabalho do Serviço Social nesses cenários. Os dados foram construídos a partir de entrevistas semiestruturadas analisadas à luz do referencial teórico e documental, com base no método dialético de Marx (1985). Foi possível concluir que, apesar dos avanços normativos de base legal e orientativa em relação ao DCFC, das contradições dessas normativas e da realidade de implementação delas, as instituições de acolhimento, no geral, ainda mantêm resquícios do modelo histórico de abrigos, em que se vislumbra proteção à criança e ao adolescente apartado de sua família. O modus operandi desse trabalho evidencia um desempenho aquém dos objetivos propostos pelos escopos legais, como o Estatuto da Criança e do Adolescente (ECA) e as bases normativas previstas nas orientações técnicas, ressentindo-se de maior sistematicidade, planejamento participativo, avaliações e de fundamentação crítica para o desempenho do trabalho. A resultante é TSF, na maioria das vezes, imediatista e sem encadeamento de ações que possam dar suporte à emancipação humana das famílias de origem. Outro ponto destacado está circunscrito ao trabalho em rede e intersetorial, reiteradamente realizado sem planejamento, finalidade, acompanhamento sistemático e avaliação, não havendo de fato ações que sustentem e garantam a reintegração familiar, que, por ser mais complexa, acaba sendo abandonada pelas dificuldades, obstruindo o verdadeiro sentido do DCFC. Constatouse, ainda, que o processo de trabalho do Serviço Social nas instituições de acolhimento e no Judiciário tem limites e possibilidades. Para o desenvolvimento das possibilidades, há a necessidade de uma atuação profissional fundamentada em um trabalho crítico, qualificado e resolutivo na execução da política, de forma a decifrar a realidade e construir estratégias para agir na perspectiva da concretização dos princípios do Projeto Ético-Político (PEP) e do DCFC para fortalecer, garantir e efetivar a cidadania de crianças e adolescentes inseridos em suas famílias. ABSTRACT: The object of investigation of this thesis is the work process of the social worker in the host institutions and in the Judiciary of Piauí. The general objective was to analyze the modus operandi of the work of the social worker in the host institutions (governmental and nongovernmental) and in the Judiciary of Piauí and its interfaces. The specific objectives are: to analyze the object, the means of work, the purpose, the work itself and the products in these social-occupational spaces, especially in the work with the families of origin, in the instances of reception and in the Judiciary; identify the contributions of social workers in the development of Social Work with Families (SWF) to guarantee the Right to Family and Community Living (RFCL); analyze possibilities and limits in the development of the work of the social worker in these spaces in the context of the work process in which it is inserted. Aiming an in-depth analysis, a bibliographical and documentary study was carried out through which it was possible to analyze the historical trajectory of the RFCI and its partial or total materiality in the public policies of child and adolescent protection, as well as its intertwining with the social worker’s work process. A field survey was carried out, with six institutions of institutional status in the state of Piauí and the 1st Childhood and Youth Court of the Teresina District, to unveil the work process of the Social Service in these scenarios. The data were constructed from semi-structured interviews analyzed in the light of the theoretical and documentary referential, based on the dialectical method of Marx (1985). It was possible to conclude that, despite the normative legal and orientated advances in relation to the RFCL, the contradictions of these norms and the reality of their implementation, the host institutions, in general, still retain remnants of the historic model of shelters, where the protection of the child and the adolescent is separated from family’s protection. The modus operandi of this research demonstrates a performance below the objectives proposed by the legal scopes, such as the Statute of the Child and the Adolescent (ECA) and the normative bases foreseen in the technical orientations, resenting itself of greater systematicity, participatory planning, evaluations and reasoning critical to job performance. The result is SWF, most of the times, immediate and unchallenged actions that can support the human emancipation of origin’s families. Another crucial point is related to network and intersectoral work, which has been repeatedly carried out without planning, purpose, systematic monitoring and evaluation, and there are no actions that support and guarantee the family reintegration, which, being more complex, is abandoned by the difficulties, obstructing the true meaning of RFCL. It was also verified that the work process of the Social Service in the host institutions and in the Judiciary has limits and possibilities. For the development of possibilities, there is a need for a professional action based on a critical, qualified and resolute work in the execution of the policy, to decipher reality and build strategies to act in the perspective of the implementation of the principles of the Ethical-Political Project (EPP) and the RFCL to strengthen, guarantee and make effective the citizenship of children and adolescents in their families.
