COTAS SOCIAIS NO ACESSO À EDUCAÇÃO SUPERIOR COMO QUESTÃO DE JUSTIÇA SOCIAL

Abstract

RESUMO: Dentro do contexto brasileiro de profunda desigualdade social e consequente desigualdade no contexto educacional, a ação afirmativa de cotas sociais vem sendo utilizada desde o ano de 2003 no Brasil com o intuito de democratizar a educação superior pública ao facilitar o acesso de grupos desfavorecidos. Sendo assim, o presente trabalho tem como objetivo analisar tal política através do estudo exploratório das cotas sociais na Universidade Federal do Piauí, tendo como objeto de estudo os ingressantes no ano de 2009 através do Programa Seriado de Ingresso na Universidade – PSIU. O acesso à Educação superior é bem e direito social a ser redistribuído dentro da sociedade, tendo as cotas sociais enquanto promotor de justiça social entre os indivíduos que não tiveram uma educação de qualidade no nível básico de ensino da rede pública. A hipótese, então, é a de que alunos oriundos do sistema de cotas possuem desempenho acadêmico semelhante aos alunos da rede particular do ensino básico, em um contexto antes desigual, que necessitou do princípio redistributivo para criar igualdade substancial, dando igualdade equitativa de oportunidades aos seus usuários. A inexistência de um sistema de cotas e o acesso a uma universidade pública baseado apenas na meritocracia seria ferramenta de manutenção da hierarquia social, impossibilitando mobilidade social e econômica. Desta maneira, será realizada uma avaliação da política de cotas sociais com base na Teoria da Justiça, através de análise quantitativa e qualitativa, para compreender se o sistema de cotas sociais proporciona Justiça Social no espaço educacional aqui pesquisado. ABSTRACT: Within the Brazilian context of deep social inequality and consequent inequality in the educational context, the affirmative action of social quotas has been used since 2003 in Brazil with the aim of democratizing public higher education by facilitating the access of disadvantaged groups. Therefore, the present work aims to analyze this policy through the exploratory study of social quotas at the Federal University of Piauí, having as object of study entering the year 2009 through the Serial Program of Admission at the University - PSIU. The access to higher education is an asset and social right that should be redistributed to the society, having social quotas as na advocate of social justice among individuals who did not have access to a quality education at the basic level of public education. The hypothesis, then, is that students from the quota system have in academic performance similar to the pupils from the private primary school system, in a previously unequal context, which necessitated the redistributive principle to create substantial equality, giving equitable equality to its users. The absence of a system of quotas and the access to a public university based only on meritocracy would be a tool to maintain the social hierarchy, making social and economic mobility impossible. In this approach, an evaluation of the social quotas policy based on the Theory of Justice will be carried out, throughout quantitative and qualitative analysis, to understand weather the social quotas system provides Social Justice in the educational space researched here.
