PARTICIPAÇÃO E CONSTRUÇÃO DEMOCRÁTICA: UMA ANÁLISE DO CONSELHO MUNICIPAL DE ASSISTÊNCIA SOCIAL DE BRASILEIRA - PI

Abstract

RESUMO: A questão da construção democrática e participação da sociedade civil vem marcando os debates e os estudos sobre as experiências participativas no Brasil. Os conselhos gestores comparecem nas discussões como possibilidade de materialização do aprofundamento e alargamento da democratização mediante a participação da sociedade civil nos negócios públicos. Se antes predominava uma visão celebratória desses arranjos participativos, ela viu-se substituída por desencantos ante um sonho de partilha de poder que, em muitas experiências, revelou-se mera legitimação das decisões do poder público. Tomamos o Conselho Municipal de Assistência Social de Brasileira como lócus de investigação, entendendo como relevante um estudo que detectasse as singularidades de um conselho em município de pequeno porte com semelhanças com a grande maioria dos municípios piauienses. A pesquisa orientou-se pela busca de analisar o sentido e o alcance da participação nesse Conselho, com vista à identificação da contribuição dessa experiência na construção democrática no âmbito local, enfocando a relação entre os preceitos normativos do conselho e a realidade da Política de Assistência Social local, de forma a assinalar avanços óbices e levantar problemas de representatividade, participação e legitimidade dos conselheiros. No s aspectos metodológicos, a pesquisa foi conduzida numa perspectiva qualitativa e pelo uso das técnicas de análise documental dos registros alusivos ao Conselho, com observação de campo e entrevista semiestruturada com representantes governamentais e da sociedade civil. A análise de dados tentou respeitar o enfoque hermenêutico -dialético e o encontro com os repertórios discursivos próprios da cultura política local. Os resultados da pesquisa revelam a permanência de uma cultura centralizadora dos negócios públicos nas mão s de estratos dirigentes locais que aparecem na cena conselhista como os seus protagonistas fundamentais. Paralelo a essa centralidade do Estado na condução dos rumos do conselho, Brasileira apresenta uma frágil e incipiente vida associativa, o que implica uma condição subalterna dos setores representativos da sociedade civil local, reiterando-se, no espaço do Conselho, a manutenção das práticas de corte clientelistas e forte centralismo na gestão pública do município, um quadro que impõe sérios limites ao processo de ampliação da democracia e da participação locais. ABSTRACT: The issue of building democracy and civil society participation have marked the debates and studies on participatory experiences in Brazil. Management councils attend the discussions as possible materialization of deepening and widening democratization through participation of civil society in public affairs. Before, there was a prevailing view celebratory around these participatory arrangements, replaced by disillusionment in the face of a dream of sharing power, in many experiments, proved to be a mere legitimizing the decisions of the government. We take the Municipal councils Social Assistance of Brasileira as the locu s of research, understanding how relevant a study that sought the singularities of a board in a small city, with similarities to the vast majority of municipalities in Piauí. The research was guided in seeking to analyze the meaning and scope of participat ion in council, with a view to identifying the contribution that experience in building democracy at the local level, seeking to analyze the relationship between the normative precepts of the board and the reality of social assistance policy place to ident ify progress and even the possible obstacles in the construction of a public and participatory management, which meant raising issues around representatividade, participation and legitimacy of councilors. With respect to methodological research was conduct ed from the perspective and the use of qualitative analysis techniques of documentary records depicting the advice, observation and semi-structured interviews with government representatives and civil society with a seat on the Board. The data analysis sought to respect the hermeneutic dialectic approach and in the process met with the discursive repertoires reveal the local political culture. The research results reveal the persistence of a culture of centralization of public affairs in the hands of local leaders strata, which appear in the scene councilist as key players who take there seat. Parallel to this picture of the centrality of the state in managing the direction of the board, Brasileira presents a fragile and fledgling associational life, which i mplies a condition of subaltern sectors representative of local civil society, reiterating therefore within the council maintenance practices cutting patronage and strong centralism in municipal management that county, which results in a situation of serious limitations in the process of expansion of democracy and participation at the local level.
