DIAGNÓSTICO DA GESTÃO AMBIENTAL NA UNIVERSIDADE FEDERAL DO PIAUÍ COM ÊNFASE NO PLANO DE GESTÃO DE LOGÍSTICA SUSTENTÁVEL

Abstract

RESUMO: O desenvolvimento sustentável e a gestão ambiental têm sido discutidos em diversas esferas da sociedade, dentre elas na gestão de organizações, e ganho cada vez mais espaço na gestão pública. O Governo Federal tem implantado e exigido de seus órgãos várias práticas de gestão ambientalmente corretas, sendo que as universidades públicas necessitam, por força de sua complexidade administrativa e social, servir de exemplo às outras instituições neste aspecto. A problemática envolvida nesta pesquisa foi Diagnosticar a Gestão Ambiental da Universidade Federal do Piauí com ênfase no Plano de Gestão de Logística Sustentável, que foi criado através da instrução IN 10 do MPOG de 12/11/2012 que normatizou o Decreto 7.746, sendo um regulamento criado e exigido pelo governo federal o qual tem por objetivo a inserção de ferramentas e cultura institucionais baseadas no desenvolvimento ambiental sustentável. Os objetivos específicos foram: 1). Verificar a existência de políticas de gestão ambiental na Universidade Federal do Piauí; 2) identificar as atitudes ambientais praticadas pela UFPI; 3) Mapear os Planos de Gestão de Logística Sustentável das Universidades Federais do Nordeste: 4). Recomendar ações para implantação do PLS na UFPI. Este foi um estudo documental e descritivo. A pesquisa teve uma abordagem qualitativa e a coleta de dados foi realizada em três etapas: A primeira constitui uma pesquisa documental e bibliográfica sobre o tema estudado. A segunda foi o Mapeamento dos Planos de Gestão de Logística Sustentável das Universidades Federais do Nordeste, no qual foi verificado diferenciações nas formatações, estruturações e nos modelos utilizados, nos PLS encontrados e falta de algumas estruturas obrigatórias. A terceira etapa foi o Diagnóstico da Gestão Ambiental na Universidade Federal do Piauí com ênfase no Plano de Gestão de Logística Sustentável, no qual foi possível confirmar que está IES não tem o PLS e que possui, pequenas ações de gestão ambiental, mas ainda muito incipientes como a coleta de lixo seletiva. redução de impressoras e consumo de toner e algumas atividades relacionadas a qualidade de vida no ambiente de trabalho com a realização de ginástica laborai para seus servidores e cursos de capacitações. ABSTRACT: Sustainable development and environmental management have been discussed in various spheres of society, among them, business management, and received more and more attention in public management. The Federal Govemment tias implanted and required from its companies several eco-friendly management practices, as the public universities need to, due to their administrative and social complexity, be an example to the other institutions in this regard. The point of issue involved in this research was to diagnose the environmental management of the Federal University of Piauí (UFPI) focusing on the Sustainable Logistics Management Plan (PLS, in Portuguese), which was created through the Normative lnstruction 10 of the MPOG (Ministry of Planning, Budget and Management), of November 12, 2012, which regulated the Decree 7746, a regulation created and required by the Federal Government ainning to insert institutional tools and culture based on the sustainable environmental development. The specific objectives were 1) to verify the existence 01' environmental management policies at the Federal University of Piauí; 2) to identify the environmental attitudes practiced by UFPI; 3) to map the Sustainable Logistics Management Plans of the federal universities of the northeastern Brazil; 4) te recommend actions to implant the PLS at UFPI. This was a document and descriptive study. The research had a qualitative approach and the data collection was accomplished in three stages: the first was a document and bibliographic research on the theme studied; the second was the mapping of the Sustainable Logistics Management Plans of the Northeastern federal universities; with this study differentiations could be found in the formatting, structuring and modeling used, in the PLS found, and the lack of some required structures. The third stage was the diagnosis of the environmental management at the Federal University of Piauí focusing on the Sustainable Logistics Management Plan, in which one could confirm that this Higher Education lnstitution does not have the PLS and has small environmental management actions, but very incipient, e.g. selective garbage collection, reduction of printers and ink cartridge consumption, and some life quality-related activities in the workplace, by means of workplace gymnastics for its em ployees and training courses.
