CAMINHOS E DESCAMINHOS DA CONVIVÊNCIA FAMILIAR: Acolhimento Institucional Casa Dom Barreto.

Abstract

RESUMO: Segundo o Ministério do Desenvolvimento Social – MDS o Acolhimento Institucional é ofertado por diferentes tipos de equipamentos, destinado à família e/ou indivíduos com vínculos familiares rompidos ou fragilizados, a fim de garantir proteção integral. Entende-se que as instituições de acolhimento para crianças e adolescentes são aquelas acionadas quando os direitos desta parcela da população são violados, e que por esta razão, precisam ser temporariamente afastados da família, até que possam retornar ao seio familiar, ou até mesmo obterem inserção em família substituta. No atendimento à criança e ao adolescente deve-se observar alguns aspectos importantes do acolhimento que garantirão o seu desenvolvimento saudável. Primeiramente, o acolhimento de crianças e adolescentes deve ser provisório e excepcional, pois se considera que a convivência familiar seja a forma mais indicada de cuidado, buscando sempre manter preferencialmente os vínculos com a família de origem, ou buscando outra família que os acolha. Neste sentido, esta dissertação tem por escopo fundamental apresentar um estudo crítico e sistematizado acerca do Direito a Convivência Familiar e Comunitária das Crianças e dos Adolescentes levando em conta a experiência do Acolhimento Institucional da Casa Dom Barreto, a partir do trabalho desenvolvido por este e da análise documental complementar realizada na Primeira Vara da Infância e da Juventude de Teresina. Para isso foram coletados dados e informações por meio de questionários e entrevistas semiestruturada realizadas com membros das equipes técnicas do acolhimento institucional Casa Dom Barreto e da Primeira Vara da Infância e da Juventude. A pesquisa empreendida, de natureza descritiva e explicativa, com abordagem quanti-qualitativa, irá plasma-se a partir de três métodos de investigação: revisão bibliográfica de produções consagradas no âmbito acadêmico; documental, que contempla a análise dos prontuários do acolhidos na Casa Dom Barreto e documentos da Primeira Vara da Infância e da Juventude de Teresina; e a de campo, com a aplicação de entrevista semiestruturada. As análises empreendidas neste estudo buscaram vislumbrar os esforços que estão sendo executados pelo acolhimento institucional e pelo judiciário, que constem em suas rotinas e nos prontuários, para garantir o direito à convivência familiar e comunitária dos acolhidos. Buscou-se com isso verificar como está ocorrendo o reordenamento institucional e os esforços empreendidos pela Casa Dom Barreto para evitar períodos prolongados de acolhimento institucional, o que vai de encontro às normas que regem o acolhimento e a convivência familiar e comunitária. ------------------------- ABSTRACT According to the Ministry of Social Development - MDS Institutional Home is offered by different types of equipment, for the family and/or individuals with weakened or severed family ties in order to ensure full protection. It is understood that the residential institutions for children and adolescents are those triggered when the rights of this segment of the population are violated, and that for this reason, need to be temporarily away from the family, until they can return to the family environment, or even obtain foster family insert. In attendance to children and adolescents should be noted some important aspects of care that will ensure their healthy development. First, the care of children and adolescents should be temporary and exceptional, as it considers that the family environment is the most appropriate form of care, always seeking to keep preferably links with the family of origin, or looking for another family who welcome them. In this sense, this work has the basic purpose to present a critical survey and systematized on the Right to Family Living and Community Children and Adolescents taking into account the Institutional Home Experience House Dom Barreto, from the work of this and supplementary documentary analysis in the First Court of Childhood and Youth of Teresina. For this we collected data and information through questionnaires and semi-structured interviews with members of the technical staff of the residential care home Archbishop Barreto and the First Court of Childhood and Youth. The research undertaken, descriptive and explanatory nature, with quantitative and qualitative approach, plasma will be from three research methods: literature review of established productions in the academic environment; documentary, which includes the analysis of the records received in the House Dom Barreto and documents of the First Court of Childhood and Youth of Teresina; and the field, with the application of semi-structured interview. The analysis undertaken in this study sought to glimpse the efforts being carried out by the institutional care and the judiciary, which appear in their routines and records, to guarantee the right to family and community life of welcomed. Sought with this check is occurring as the institutional reorganization and efforts made by the House Dom Barreto to avoid prolonged periods of institutional care, which meets the rules governing the reception and family and community life.
